The Schema Consistency Checker was exhausting its 60-turn budget in 4/5 recent runs by attempting to analyze all 4 consistency areas (schema↔parser, schema↔docs, schema↔workflows, parser↔docs) in a single execution.

Changes

max-turns: 60 → max-turns: 40 — aligns with the acceptance criteria target
Rotational focus area — new pre-agent-steps entry reads cache-memory/focus-state.json and selects exactly one of four areas per run, writing /tmp/gh-aw/agent/focus-area.json for the agent; the next index is persisted back to cache so runs advance through the cycle automatically
Turn budget milestones added to the prompt:
- Turn 10: finish loading data, start analysis
- Turn 25: complete primary analysis
- Turn 30: begin writing discussion report
- Turn 35 (hard stop): call create_discussion immediately with whatever is ready — partial findings beat a truncated run
Agent saves rotation state — prompt instructs agent to write focus-state.json after completing its area so the next scheduled run picks up the next area

Each run now covers one focused area rather than attempting a full sweep, keeping turn consumption well within the 40-turn ceiling.
