Updated in 0e41cce: /q is no longer centralized. I restored direct /q triggering in q.md/q.lock.yml and removed /q from centralized routing in agentic_commands.yml.

This PR updates the /scout workflow to use the centralized slash-command dispatcher (via agentic_commands.yml) rather than subscribing directly to multiple PR/issue/discussion events, with the goal of reducing PR-triggered action_required overhead.
