Suggested test: copilot/web-fetch-builtin-tool #17290

Open

Description

@github-actions

Motivation

github/gh-aw#62417 — tools.web-fetch override was compiled and authorized but omitted from the model-visible schema for Copilot SDK sessions (classified as built-in at runtime but custom in the allowlist). Now registered correctly as a built-in SDK tool.

Proposed test

  • Workflow file: test-copilot-web-fetch.md
  • Trigger: workflow_dispatch
  • Engine: copilot
  • Safe output: create-issue (report fetched content back)
  • Variant: standard

Minimal test prompt sketch

Configure tools: { web-fetch: {} } (or equivalent frontmatter enabling the override) plus network.allowed for a stable, fixture-friendly domain (e.g. raw.githubusercontent.com). Ask the agent to fetch a small known static file and create an issue summarizing its content, confirming web_fetch is actually invocable by the model rather than silently absent from its tool schema.

New fixtures or secrets needed

None, assuming an existing public static resource is used as the fetch target; note network allowlist must include that domain.

Notes

No existing test explicitly exercises the web-fetch tool override; closest coverage is test-copilot-network-isolation.md and test-copilot-mcp-printEnv.md, neither of which covers this SDK visibility bug.
