Summary

• add the core jobs capability host for provider registration, scheduling, lifecycle events, controls, diagnostics, recovery refs, and compatibility bridge accounting
• add capability inspector support for jobs providers, selected providers, active/queued/paused/terminal jobs, bridge hits, and outcomes
• harden provider scheduling after the 008 review pass: isolate provider callback failures, enforce queue capacity, and hash caller-supplied correlation keys before diagnostics export
