Selectively undeploying classes within a package fails with IPM 0.10.x #823

We have encountered some strange behavior when trying to package and deploy modules that contain a mix of deployed and undeployed code. When trying to deploy a package but explicitly leave some classes within that package undeployed, only the undeployed classes are loaded. The expected behavior is that all classes will be loaded, but those marked as deployed do not show any source upon being loaded.

There is a workaround: mark the smallest unit of each resource with Deploy="true" or Deploy="false"

Example:

1. When loading an IPM module with the following module.xml from a tarball (via CPF merge), all classes are loaded.
