When a notice (for example "Server update available") is attached above the composer, a single row of unblurred chat text shows through at the seam between the collapsed input and the context strip below it.
With an attached notice, the composer shell drops its shared glass backdrop, so the input and the context strip each paint their own. The strip's glass was masked to start exactly at the input's bottom edge. When that edge falls off the device-pixel grid, Chromium drops the last row of the input's filtered backdrop, which leaves a one-pixel gap. This is the same failure pingdotgg#10635 fixed for the banner seam.
The fix moves the strip's mask cut-off 1px higher, so its glass starts under the input. The input paints above the strip with its own glass, so the overlap is never visible.
