Create kernelci build system containers

Create 2 containers of the kernelci build system, which is currently Jenkins.

a) A prebuilt container with all the plugins installed and jenkins jobs configured, for development purposes and interested engineers to get an instance up and running in the shortest time.

b) A controllable container with git controlled jenkins version, plugin versions and jobs, suitable for testing upgrades and production rollouts.
