chore: pin labelle-assembler 0.104.0

Routine pin bump, same shape as #374.

0.104.0 completes the #685 family: the discovered local framework slot is now keyed by checkout (assembler#696). Previously packages/local/<pkg> was one shared name regardless of which checkout populated it — activation was provenance-gated but population wasn't, so two clones (or a monorepo with wt-* worktrees) repointed the slot at each other on every build, and two concurrent builds could have one resolve the slot while the other repointed it mid-generate.

This bump is what gets that fix to projects with no assembler_version pin and no LABELLE_ASSEMBLER override.

Verified before pinning: all five 0.104.0 release assets return 200 ({linux,macos}-{x86_64,aarch64} and windows-x86_64), so no platform 404s on the cold-download path.

Local: 6/6 steps succeeded; 786/811 tests passed (25 skipped), zero compile errors, zero test failures — identical to main. The released-path init smoke in ci.yml is what exercises this constant end to end.
