## What Changed Introduces the first slice of #144: a versioned resumable Action reporting protocol, nonce-bound terminal framing, bounded schemas for canonical outcomes and progress, and a small reporter kit used by Wait for PR, Quick CI, and Build Intel package. The server validates the first terminal result, keeps protocol control frames out of retained logs, preserves legacy unstructured Action behavior, and continues to own execution failure and cancellation separately from Action-authored outcomes. ## Why Resumable Actions currently rely on bespoke final-line conventions. A shared contract gives later stacked changes a safe, bounded result to resume with and a common progress model to present in the UI. ## Stack - This PR: result/progress contracts, launch wrapper framing, and reporter kit. - Next: compact resume payloads and read-only output inspection. - Then: live progress and canonical outcome presentation. - Umbrella issue: #144. ## Validation - 127 focused contract, protocol, server, terminal, and workflow tests pass. - Targeted lint passes. - Contracts, shared, server, and scripts typechecks pass. - Quick CI passed for `5cb53eac278e73f7b6ec93a4dd4b9e8ca29e2df9` against `b88b77e431978fdd920decaf2ca0c2cb3c3c443f`. Closes the context-cost portion of #144. Resumable Actions now resume the agent with a compact, schema-validated report or legacy final-line summary instead of copying the bounded terminal tail into every turn. A read-only `inspect_action_run` tool retrieves the retained same-thread output only when more detail is needed, and terminal history reads first flush pending persistence. Web and mobile distinguish these compact cards from legacy expandable output. Validation: 121 focused tests, targeted lint, contracts/shared/server/web/mobile typechecks, and LastCode Quick CI. Implemented with GPT-5.6-sol through the Codex harness in T3 Code.
Completes the first milestone in #144. Protocol-aware Actions now publish bounded Working or Waiting summaries into revisioned lifecycle state. The server deduplicates and throttles progress, caps each run, and preserves deterministic restart hydration. Web/desktop and mobile share canonical presentation for live state and completed success, attention, blocked, execution-error, interruption, and cancellation outcomes. LastCode Quick CI, Wait for PR, and Build Intel package now exercise the progress contract. Validation: 551 focused tests, targeted lint, contracts/shared/client/server/web/mobile/desktop/scripts typechecks, and LastCode Quick CI. Visual QA evidence will be attached before merge. Implemented with GPT-5.6-sol through the Codex harness in T3 Code.

Resumable Project Actions previously had to summarize their own terminal tail, which made resume context noisy, left structured outcomes implicit, and gave clients no durable live progress to present.
