This PR only updates go.mod: github.com/launchdarkly/go-server-sdk/v7 7.20.0 → 7.21.0, and the indirect github.com/launchdarkly/go-sdk-events/v3 3.7.0 → 3.8.1. No application source changes.

The new SDK release adds Relay Proxy support for changing the SDK key on a running client, fixes flag-override notifications and polling synchronizer lifecycle, and other synchronizer/file-path handling fixes described in the upstream release notes.
