This PR will officially release the openfeature-cloudflare-server sdk.

Overview
Promotes @launchdarkly/openfeature-cloudflare-server from beta pre-release to stable v1.0.0 by updating release tooling and docs messaging.

release-please now uses "release-as": "1.0.0" instead of beta prerelease settings (prerelease, prerelease-type, bump-minor-pre-major). The automated full-release job no longer passes prerelease: true, so npm latest will track new versions. The README pre-release caution callout is removed.

manual-publish-docs adds this package as a selectable workspace for documentation publishing.
