Records the decision for #49: Phase 1 of the upstream-intelligence capability (#3) covers the relay only, with two explicit contingency triggers rather than an open-ended deferral of desktop and mobile -- a planned one (after 3 relay reports ship cleanly, evaluate adding desktop) and a reactive one (a missed client-side security fix is discovered some other way). The accepted gap (client-side fixes won't surface through this capability) is recorded explicitly, per the issue's own instruction not to close this as though relay-only meant nothing else matters. Decided directly with the repository owner following the recommendation and contingency plan both posted as comments on #49, the same pattern ADR-0008 recorded.
