fix(responses): preserve tool catalog boundaries across inbound wires - #7030
Conversation
Honor deferred Chat and Messages catalogs while enforcing explicit empty declarations. Preserve deterministic refusal codes and normalize declared default names across streaming and JSON responses. Co-authored-by: Devin AI <158243242+devin-ai-integration[bot]@users.noreply.github.com>

the current contract: `passthrough-dispatch.ts` computes
`undeclaredToolGuardActive` once, and `passthrough-delivery.ts` uses that flag
rather than reading `inboundWire`. Clarify that Responses refuses with any
readable catalog, while deferred wires refuse only when the catalog is
explicitly empty.

Enforce empty catalogs outside the Responses passthrough
When a Chat or Messages request with explicit tools: [] uses the native Chat/Anthropic fast path or a translated adapter delivery instead of the openai-responses passthrough, this new fact is never enforced: the native handlers return before these options are set, while run-turn-execution.ts:645 and adapter-delivery.ts:186,270 still disable declared-name enforcement solely from inboundWire. In those common provider configurations an upstream Write call is therefore relayed as a successful tool call rather than the newly documented undeclared_tool_call refusal; carry the explicit-empty flag into the native, run-turn, and adapter delivery guards as well.

Security review at 75e0e79. Native Responses enforcement is unchanged (inboundWire defaults to responses); Chat/Messages previously never refused on this lane and now gain a deny-all for explicit tools: [] while keeping default.* normalization; undeclared_tool_call keeps its code across buffered/SSE/Messages so Anthropic clients no longer see a retryable overload; refusal still precedes continuation storage. Focused guard/passthrough/test-layout suites pass 152/0 on a merge with current dev; typecheck clean; CI green. Pushed a doc correction for the CodeRabbit finding (native-lane activation wording) within the 600-line budget.
Summary
tools: []remains deny-all, including when ingress translation omits the array.default.*names independently of membership refusal. Reject guarded calls before saving continuation state.undeclared_tool_callin streaming and JSON envelopes. Messages returns the deterministic refusal asapi_error, rather than a retryable overload.Verification
