feat(management): passive GET /api/quota-pool (ocx.quota-pool/1 producer) - #7476
Conversation
Assemble GOAT's ocx.quota-pool/1 contract from caches the Home already holds (Codex pool, held provider reports, per-account OAuth quota, Claude CLI admission), always inside runPassiveRead: no probe, token refresh, upstream call or write. accountRef is an install-keyed HMAC; homeId and the key live in quota-pool-identity.json, minted at server start. Readable over the Remote Link management relay and the Hub client relay.

Review comments at @src/quota-pool/assemble.ts:
- Line 55: Update assemble.ts to reuse the exported VERSION constant from
management-api.ts instead of calling packageVersion with a duplicate fallback,
ensuring producer.version stays aligned with the management version.
- Line 226: Update the reauth value passed to accountState in the account
assembly flow to depend only on dto.needsReauth === true; do not infer reauth
from dto.hasCredential, so passive reads without credential checks remain
routable.
Review comments at @src/quota-pool/identity.ts:
- Around line 72-73: Update ensureQuotaPoolIdentity to use an exclusive create
when persisting a newly generated identity, preventing replacement of an
identity created by another process. If exclusive creation reports that the file
already exists, reread the persisted identity and memoize that value instead of
the locally generated identity; keep the existing memoization path for a
successful create.
Review comments at @src/server/management/quota-pool-routes.ts:
- Line 17: Update the response construction around jsonResponse so both the
success and error branches pass req and config, preserving status 200 for
success and 503 for errors to ensure generated CORS headers are included.

…h state, CORS Publish quota-pool-identity.json by hard-linking a private temp file (exclusive create fallback), so concurrent first starts adopt one identity and a symlink or malformed file is refused, never overwritten. Derive Codex reauth from needsReauth only, since a passive read does not check credentials. Pass req/config so the response carries CORS headers. Clear the relay test's seeded Codex quota so it cannot leak into later files.

Summary
Adds
GET /api/quota-pool, the producer side of GOAT'socx.quota-pool/1contract (goat-si/goatpackages/contracts/src/quotaPool.tsonfeat/quota-pool-contract, #690; design in #684 §3.3, consumer refinement in #695). GOAT can now read every account quota this Home already tracks in one provider-neutral shape, either on the Home or from a Child atGET /api/machine/hub-relay/api/quota-pool.The read is passive for every caller. The whole assembly runs inside
runPassiveReadand reads only existing caches:StoredAccountQuotaand the main-account reading, from the passive account list.pooled; for the Codex pool this is OpenCodex's own aggregate. No probe, token refresh, upstream call or cache write happens on this path. A
refreshquery is ignored.Contract rules:
null.burst_5h, withwindowSecondsonly when upstream stated it; 7-day maps toweekly; Kiro and USD credits map tocreditswith aunit.scopeModel. Such a window never makes the whole accountexhausted. Unscoped exact-model rows are dropped.exhausted: true.Identity:
accountRefisacct_+ base64url(HMAC-SHA256(per-install secret, provider ‖ accountId)), truncated to 128 bits. It is stable across restarts, distinct per provider, and never an email, raw id or token.homeId(home_<32 hex>) and the secret live in<OPENCODEX_HOME>/quota-pool-identity.json(owner-only). The server mints the file at startup, so the read path only reads it, or returns 503quota_pool_identity_unavailable.main,p<hex6>,o<hex6>).producer.rolefollowsruntimeRole;producer.versionis the package version.Surfaces:
LINK_MANAGEMENT_READ_PATHS. The shared refresh-key rule still refuses a link read that carriesrefresh, reload, forceorquota. GOAT never sends these./api/*with the caller's management credential, so no relay change was needed. Not produced yet:
driver(no confirmed GOATProviderDriverKindmapping) andpooled.headroom.Docs: new
structure/quota-pool.md, plus updates togui-and-management-api.md,remote-link.mdand the docs-site management API reference.Management/relay read surface: needs maintainer security review. This exposes account quota over the link relay and the hub relay. The response carries only opaque references, log labels and quota numbers.
Verification
bun run typecheck: pass.tests/usage/quota-pool.test.ts: contract shape snapshot against a strict local zod mirror (tests/helpers/quota-pool-schema.ts), nonullanywhere, absent-not-zero and elapsed-reset cases, kind mapping throughparseUpstreamQuotaHeaders, preserved scope and refusal verdicts, accountRefstability across a restart, rotation, and no email, raw id or token in the body. It also covers symlink and malformed-file refusal, and four processes racing on a fresh home agreeing on one identity.tests/server/quota-pool-relay.test.ts: a real Home with an expired-token Codex pool account. It exercises the authenticated Home read (including?refresh=1), the Remote Link relay (link key only; writes refused) and the Hub-client relay. Any fetch, spawn or file write inside the read fails the test, and so does any change to the Home's files. I drove it red by injecting a WHAM fetch into the assembler: all three paths failed.tests/server/link-management-relay.test.tsnow covers/api/quota-poolthrough its allowlist loop and stays green.bun run test:changed: 34498 pass / 42 skip / 0 fail.bun run privacy:scan, bun run structure:checkandbun run skill:surface:check: pass.bun run test(full, under the shared lock): one failure,claude-desktop-remote-hub.test.ts>connected Desktop uses hub IDs across a cold restart (stored profile=false), a model-list ordering mismatch. It fails identically on the untouched base845ac6b87on this machine and passes in CI test shards 1–4, so it is a pre-existing local environment failure, unrelated to this change. Everything else passed.e1ab5d090; CI covers head3a7db3ee9.Checklist
