Expose an opt-in Flex speed choice on routed Codex models whose final provider/model route explicitly declares a compatible service_tier: "flex" wire, without inventing Flex support based on model names or generic Fast availability.
Read Flex eligibility from the captured FastWire policy: eligible final route, service-tier wire, exact flex: "flex" mapping, and permitted caller-tier forwarding.
Add Flex to generated routed model service-tier metadata while leaving Standard as the default and preserving the existing Fast entry.
Reapply capability hints after discovery to avoid stale opt-ins; include both live catalog publication and disk sync paths.
Cover the generated picker, unsupported/misconfigured routes, native/combo isolation, and the existing actual forwarded tier decision in regression tests.
Document provider/model opt-in in English and Korean, including a NanoGPT Luna example.
Context
Related: #1086 (per-model service-tier request) and #1886 (FastWire). This is deliberately smaller than per-model forced defaults, custom billing rules, or a general service-tier GUI. It only makes Flex selectable where the operator explicitly declares support.
Example provider fields
Merge these fields into the existing NanoGPT provider record (do not replace credentials or URL) only after checking all Fast-eligible models on that record. The fastWire Flex mapping is provider-wide, not Luna-only; if only Luna supports Flex, configure it under a separate provider entry:
A classified openai-chat route additionally requires a verifiedchatServiceTier: true declaration to forward caller-selected Flex. fastMode should remain unset/Auto; forcing Fast or Default overrides caller selection.
Verification — updated to upstream dev including #7731
Current HEAD:69edb556ccd85c68b2eae483246f2ccc8c3f55e7; upstream base: c2f3d8b42be105ca8ddd9510b13cf350656f01b8.
Integrated the maintainer's preceding native reasoning-effort ladder change (#7731) into the Flex PR using a regular two-parent merge commit and no force push. src/codex/catalog/effort.ts had overlapping edits; the merge preserves the newer upstream nativeEffortClamp algorithm for native reasoning efforts and retains this PR's supportsFlexTier metadata projection within applyCatalogModelMetadata. All other 12 Flex PR changes were preserved; the branch is 0 behind latest inspected dev and GitHub reports it mergeable.
QA status for the current merged HEAD: NOT YET RUN. No independent test execution or successful functional CI has been recorded at 69edb55. Previous exact-head independent QA on c0c2491 passed Bun 1.4.4 frozen install, typecheck, 269/269 focused Flex tests, structure checks, and privacy scan, but those passes do not validate the new HEAD.
Current-HEAD required checks
Run with Bun 1.4.4 against exact 69edb55: bun install --frozen-lockfile, bun run typecheck, bun test tests/codex-integration/configured-ultrafast-picker.test.ts, bun test tests/codex-integration/ultrafast-live-catalog.test.ts, bun test tests/routing/fastwire-policy.test.ts, bun test tests/codex-integration/codex-catalog-ladders.test.ts, bun test tests/responses/responses-compaction-override.test.ts, bun run structure:check, and bun run privacy:scan. Evaluate the merged native effort clamp and routed Flex behavior independently. Do not run authenticated/billable live-provider tests.
Full-suite exception: The entire repository test suite / broad test:changed was previously excluded to avoid live authenticated/billable model calls. No current-head full-suite PASS is asserted.
Upstream functional GitHub Actions remain action_required until a maintainer approves fork workflows. This is not a completed functional CI run. Complete readiness only after exact-head QA and reviewer requirements are satisfied.

Summary by CodeRabbit
New Features
Eligible models can offer Flex as a selectable service tier when the provider and route explicitly support it. Flex is optional: providers may decline the tier, and selecting it does not guarantee processing time or billing.
Keep global Fast mode set to Auto to preserve a Flex selection. Forced Fast or Default settings can override it.
Bug Fixes
Previously saved Flex options are removed when support is no longer available. Flex is not offered for combo or native-alias entries.
Documentation
Added guidance on selecting Flex in Codex, including eligibility requirements and provider- and route-specific behavior.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.

Walkthrough
The catalog now derives Flex support from configured Fast policies and advertises Flex tiers for eligible routed models. Catalog synchronization recalculates Flex eligibility for persisted rows. Tests and English and Korean guides cover these changes.
The catalog records Flex support when the policy has an exact flex wire mapping and forwards caller tiers. Model hints and discovered or custom catalog rows derive that support from the configured policy.
Catalog tiers, tests, and guides src/codex/catalog/effort.ts, tests/routing/fastwire-policy.test.ts, tests/codex-integration/ultrafast-live-catalog.test.ts, docs-site/src/content/docs/guides/codex-app-models.md, docs-site/src/content/docs/ko/guides/codex-app-models.md
Eligible routed models expose Flex in their service and additional-speed tiers. Tests cover forwarding, eligibility exclusions, and catalog output. The guides describe configuration and selection behavior.
Catalog synchronization passes current Flex policy into the merge. The merge removes Flex from persisted rows when policy is ineligible. Tests cover retaining and removing Flex without changing the stored row.
No concrete correctness or availability risk was established; routine CI and readiness checks remain appropriate before landing.

When provider discovery is degraded, build-entries.ts retains the persisted routed row instead of rebuilding it through the new Flex publication in effort.ts. The final merge only normalizes legacy Fast identifiers. A row that previously advertised Flex can therefore remain in the written catalog after the current policy withdraws Flex.
Reapply the current model policy to retained rows before finalization. Remove Flex only when that policy says supportsFlexTier !== true; do not strip it from every retained row during a temporary provider outage.

Needs fixes before this can land: qualify both locale guides: provider-wide Flex applies only to catalog-projected eligible rows, excluding combo/native aliases. Resolve the thread, re-attest readiness and complete functional CI.
Still needed on dev: yes. Generated service-tier metadata currently publishes Fast (src/codex/catalog/effort.ts:186); configured tier support covers Ultra Fast, not this Flex projection (src/codex/catalog/configured-tiers.ts:8).

Include modelAdapters keys when decoding retained routed slugs.
When discovery is degraded, a persisted slug such as gateway/a-b can reach the no-observation fallback. If the native model ID is a/b and exists only in provider.modelAdapters, decodeRoutedModelId cannot recover it because knownIds omits adapter keys. fastPolicyForModel then misses the exact adapter override and can evaluate the provider-level policy instead. The fallback can therefore retain Flex when the native route does not support it, or revoke Flex when it does.

Maintainer heads-up — status update on PR #7534 (updating this existing comment rather than adding repeated pings).
Branch refresh completed: Latest PR HEAD is 4d315aad049ca9eb37d7be8fee5f536836a3d746, a regular non-force merge of upstream devc2bcb529fa5762833aa32ef8ebd76c5b41b733f3. The new branch compares at 7 commits ahead, 0 behind, and GitHub reports it mergeable. The upstream changes since our prior merge affected 192 different file paths and did not overlap our 13 changed paths; every PR-changed blob was preserved. All three inline CodeRabbit threads are resolved.
Test evidence and limitation: Previous HEAD a8cb907 passed independent read-only QA (Bun install, typecheck, 269/269 targeted tests, structure, privacy). These results are historical and do not validate the new merge HEAD 4d315aa; exact-head independent QA is still needed before checking the validation/Ready boxes. Full-suite work was previously excluded due to possible live/billable tests.
Gate issue / author attestation: On 2026-10-24 06:26:34 UTC, the bot reset a previously complete checklist and auto-drafted this PR after encountering completedAtHeadSha: null on a synchronize event. The current checklist is intentionally 2/4: current-dev ancestry and resolved findings are attested, but the local-validation and Ready boxes stay open until the merged HEAD is tested. We will use an author-edited checklist completion after QA, not force Ready manually, to allow the gate to persist the completion SHA.
Request: Please approve the pending external-contributor functional workflows (Cross-platform CI, Catalog async contracts, and any applicable React Doctor) when appropriate, and let us know if the gate needs a special author re-attestation sequence to avoid repeating the stale-completion reset. We are not requesting a CI waiver or claiming current-head tests have passed. Thanks.
CI shard 2/4 failed because the exact-object assertion for grok-4.6's provider

Branch history: the author's 69edb556c already integrated fix(codex): clamp native efforts to selected model ladder #7731's native effort-ladder clamp. Maintainer commit 35867380d updates one exact-object assertion that CI shard 2/4 failed on (tests/codex-integration/codex-catalog.test.ts): grok-4.6's provider-hint output now carries supportsFlexTier: false. The edit is in place on the same line, so the capped file's line count is unchanged. ca70f00e3 merges dev in; there was no rebase.
Required CI on the exact head (fork workflows approved after diff review): Cross-platform CI 40304197748 (success); Catalog async contracts 40304197634 (success); Enforce PR target branch 40304194527 (success); PR hygiene 40304194657 (success). Not Windows-sensitive.
Independent review (separate agent) of 69edb556c: PASS, 0 blocking findings. Flex is advertised only on explicit exact-wire authorization and never injects a default tier. Unsupported and unverified Chat routes strip caller tiers. Retained rows revoke Flex when policy is withdrawn. fix(codex): clamp native efforts to selected model ladder #7731's native none→low and ultra→max clamps stay intact. One non-blocking note: structure/catalog.md:115 could describe Flex eligibility; that's left for a follow-up.
Maintainer recheck on this head merged onto origin/dev8a3be7716: bun test --isolate on the Ultra Fast picker and live catalog, fastwire policy and characterization, catalog ladders, native ultra effort wire, compaction override, codex-catalog, service-tier capability, the file-size ratchet, the layout guard and structure SSOT: 836 pass / 0 fail (pinned Bun 1.4.4). Typecheck exit 0.
