Responses histories can lose the structural relationship between a tool call and its output once clients prune or reorder history, while streamed Chat providers can only deliver completed calls at the terminal boundary. This change gives admitted Responses clients durable, signed turn membership and adds an opt-in block-stop-v1 handshake so a fully assembled tool call can be delivered early without reordering or duplication.

The membership proof is scoped to the admitted credential, thread, and current signing key. Verification fails closed for missing, rotated, duplicated, or foreign membership, and never recovers omitted history or executes historical calls. Completed-tool delivery requires both local configuration and relay acknowledgement; it preserves the original call order, retains existing terminal handling for invalid arguments, and reports cancellation or later upstream errors honestly.

This is generic upstream source. It contains no packaged configuration, credentials, customer data, or production integration code. A separately packaged build was used to validate the source patch, but that packaging is not evidence that upstream CI passes. The performance qualification used controlled synthetic relays rather than vendor calls, so this PR makes no vendor-latency claim.

Verification

  • bun run typecheck
  • bun run structure:check
  • bun run privacy:scan
  • 130 focused turn-membership, ingress, admission-identity, and Chat streaming tests
  • 36 test-layout, layout-tooling, and file-size-ratchet tests

Follow-up 81c317e60 copies signing bytes independently of caller Buffer storage and adds a regression for caller mutation. The regression failed before the fix; all 53 membership tests pass after it. The changed-suite run passes 32,377 tests with 37 skipped, and typecheck, privacy scan, and structure checks pass. CodeRabbit accepted the correction and its check is green; GitHub hygiene/label/resolve jobs are still queued.

The full repository run completed with 51,006 passing and 130 skipped tests. One Desktop cold-restart ordering failure reproduced on an isolated, unmodified base checkout. A remote-reply capacity test timed out during the full run and then reported an untrusted temporary-directory ancestor; it passed in isolation on that base, so it remains classified only as a full-suite interaction rather than a proven baseline failure. The initially exposed file-size-ratchet issue in this patch was fixed by extracting the completion helper; the repository ratchet test now passes.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Review readiness checklist

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

Summary by CodeRabbit

  • New Features
    • Added optional, negotiated early delivery of eligible tool calls in streaming responses. It requires both sides to support the protocol; calls that don’t qualify continue through the normal delivery flow.
    • Added authenticated ordering for response-turn items, preserving call-and-result grouping for eligible requests with valid credentials and thread context.
  • Documentation
    • Documented the requirements and limitations for both features, including when they are unavailable.

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

Walkthrough

The changes add authenticated turn membership for eligible Responses requests and normalize eligible call and result ordering. They also add negotiated completed-tool-block handling for OpenAI Chat streams, including conditional early delivery and assigned output-item IDs.

Changes: Responses turn membership and streaming

Layer / File(s) Summary
Durable turn identity and normalization
src/responses/turn-membership.ts, src/server/auth-cors.ts, src/server/responses/turn-membership.ts, tests/responses/turn-membership.test.ts, tests/server/data-plane-admission-identity.test.ts, structure/transports/response-turn-membership.md, structure/transports/responses.md, structure/INDEX.md, structure/manifest.json
Adds credential-derived replay identity and a scoped HMAC token codec. The Responses server exposes membership operations when signing material, credential validation, and an own-thread ID are present. Tests cover token verification, normalization, scope, and credential handling.
Normalize input and propagate request context
src/server/responses/request-prepare.ts, src/server/responses/adapter-dispatch.ts, src/server/responses/request-transport.ts, src/server/responses/adapter-delivery.ts, src/bridge/sse.ts, tests/responses/turn-membership-ingress.test.ts, tests/helpers/responses-core-source.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json, structure/transports/response-turn-membership.md
Request preparation normalizes eligible array input and adds membership and completion metadata to prepared state. Request rebuilds carry completion metadata. Streaming delivery can pass an output-item ID source to the SSE bridge under the specified request and upstream conditions. Ingress tests check normalized request bodies and output ID reuse.
Negotiate and parse completed tool blocks
src/adapters/base.ts, src/adapters/openai-chat.ts, src/adapters/openai-chat/completed-tool-blocks.ts, src/adapters/openai-chat/serialized-tool-call-content.ts, src/adapters/unique-tool-call-ids.ts, src/server/responses/adapter-dispatch.ts, src/server/responses/request-transport.ts, tests/adapters/openai/openai-chat-parallel-stream.test.ts, tests/helpers/translator-budget.ts, docs-site/src/content/docs/reference/configuration/providers.md, structure/providers/completed-tool-blocks.md, structure/adapters/registry.md, structure/providers/chat-compat.md, structure/INDEX.md, structure/manifest.json
Adds per-exchange stream context and requires configuration, relay acknowledgment, and model eligibility to enable completed-block handling. The parser validates completion markers and emits eligible calls in pending-call order. Tests cover negotiation, ordering, invalid markers, buffering, cancellation, and error handling.

Authorize thread-id before minting membership

The /v1/responses route authenticates the admission credential, but it does not authorize thread-id. responseTurnMembership sanitizes the raw header and places it directly in scope.thread. An admitted caller can therefore call TurnTokenCodec.begin() for any known sibling or foreign thread.

The codec correctly binds the token to both the caller principal and the selected thread. However, verification only checks that same scope. It does not prove that the caller owns the selected thread. A token for a foreign thread and the caller's principal is still cryptographically valid, and it can be accepted when that same principal later normalizes input for the selected thread. Resolve thread ownership at the route authorization boundary and pass only the authorized thread into responseTurnMembership; do not treat the raw header as proof of ownership.

Regarding the outside-diff thread-id ownership finding: this token is structural grouping evidence for the authenticated client's own submitted history, not authority to access a server-owned conversation. responseTurnMembership performs no thread lookup, history retrieval, opaque-state recovery, or execution. TurnTokenCodec.normalize only reorders closed spans of objects already present in that same request; its tags bind the verified dedicated credential principal and the client-provided thread namespace. Choosing another thread label cannot validate a different principal's tokens or retrieve that principal's data. Provider-opaque replay continues to use the existing separate ownership checks.

I rechecked the boundary and reran the codec plus actual-ingress suites: 55 passed, 0 failed. These cover changed principal/thread rejection, sibling separation, no opaque metadata retrieval/execution, and missing credential/key/thread fallback. Adding a server-side conversation ownership registry here would change the stateless client-supplied-history contract rather than close an access path. If there is a concrete cross-principal data/access path beyond structural reordering of the caller's own payload, please identify that sink.

The deterministic hygiene check separately requires maintainer security review/sponsorship for src/server/auth-cors.ts. That gate remains intact; this contribution needs a maintainer to review and apply maintainer-sponsored before merge.

Maintainer decision for v2.93.0 release prep: DEFERRED_POST_RELEASE (security sponsorship not granted for this release).

Reasons, checked on head 81c317e60826adfcda4b302b75f502dd79a86c76:

This is not a rejection of the design. After v2.93.0, please rebase onto current dev and resolve the conflicts. The maintainer-sponsored decision will then follow a dedicated security review of the membership signing/key-rotation and auth-cors changes.

Maintainer note (v2.93.0 release prep): the maintainers have reclassified this PR as POST-RELEASE. It is being refreshed now (dev merged in with no rebase, conflicts resolved) and will get a dedicated security review of the membership signing, key rotation and auth-cors changes. If that review passes, a maintainer will apply maintainer-sponsored. It will land only after v2.93.0 is published on main, and only with green exact-head CI. Maintainer commits will be pushed to this branch as normal (non-force) pushes.

…turns

Preserve both contributor block-stop delivery tests and dev's fragmented SSE
coverage, register turn-membership tests in the replay layout shard, and
regenerate the structure index. Forward stream context through dev's required
tool-result wrapper so negotiated early calls remain available to the bridge.

Maintainer sponsorship decision (L-B lane, v2.93.0 release prep): maintainer-sponsored applied. This PR is POST-RELEASE: it lands only after v2.93.0 is published on main, and only with green exact-head CI.

An independent security review (gpt-6.1-sol, high reasoning, task rel293-lb-review-7561-r1) covered head b86ee97093e8ad1336addaea3a69c1bd5a96a116 against dev 816e84b1. That head is the contributor's 81c317e6 plus a maintainer merge of dev, with no rebase. Verdict: PASS, 0 blocking findings, recommendation SPONSOR.

  • auth-cors: the change at src/server/auth-cors.ts:517 adds only a replay-identity helper. Permitted origins, headers, credential exposure and admission decisions are unchanged.
  • Turn membership: the embedding environment supplies the signing key, and nothing generates, stores or recovers keys or history. Tags are compared in constant time and bound to credential-derived identity, thread, key, nonce, kind and ordinal. Rotating the credential or key invalidates ownership. Invalid, duplicate, foreign or incomplete groups leave the input unchanged. Membership authenticates grouping only. It grants no execution, payload-integrity or history-access authority. No new logging or serialization of secrets.
  • block-stop-v1 early delivery: requires trusted exchange context, local provider configuration and an exact relay acknowledgement. Ordering, duplicate prevention, cancellation and failure reporting stay honest.
  • Defaults and boundaries: users who do not opt in see no default-path change, and the Lab/core boundary holds. The five conflict resolutions in the maintainer merge are correct, as is the required-tool-result.ts context forwarding. src/adapters/openai-chat.ts stays at its 822-line cap.

Verification on Bun 1.4.4: 422 pass / 0 fail across turn-membership, ingress, admission identity, parallel-stream, Lab boundary, ratchet and layout guards, server-auth, management-auth, required-tool and combo contract. tsc --noEmit, structure:check, privacy:scan and git diff --check pass. The broad test:changed run timed out under 4-way parallelism on Windows. The failures I sampled from it pass in isolation or fail identically on dev 816e84b1, a pre-existing Windows host baseline.

One non-blocking item for the author (P2): at src/adapters/openai-chat.ts:514, a repeated completion marker or a post-completion fragment arriving after upstream usage was captured emits the protocol error without usage: pendingUsage, so that usage is dropped. Exactly one call is still delivered, there is no false success, and no bytes are retained. Suggested repair: include usage: pendingUsage on that error path and add a focused assertion. Keep the file at its line cap.

Maintainer integration decision: MERGE (squash) into dev

v2.93.0 is published on main, so this post-release PR can land. Admin sponsorship for the restricted surface (src/server/auth-cors.ts) was recorded earlier (label maintainer-sponsored).

Head b9c945e merges dev 736fa50 into the previously reviewed head b86ee97. The only manual conflict was tests/fixtures/test-layout-expected.json, where both sides' new entries are kept. dev has since moved to dd8bf1d (#7781). That change touches none of this PR's files: a trial merge is clean, and on the combined tree typecheck passes, the file-size ratchet passes, and the turn-membership, parallel-stream, admission-identity and Lab-boundary tests pass (159/159).

Security and correctness review (sol, gpt-6.1-sol high):

  • r1 rel293-lb-review-7561-r1 on b86ee97: PASS, 0 blocking.
  • r2 rel293-lb-review-7561-r2b on b9c945e: PASS, 0 blocking. The merge with dev keeps the reasoning wire policy, passthrough, live-cancel admission and credit retry behavior intact. Turn membership still only authenticates grouping and grants no execution, history or credential authority. Default buffering and the Lab boundary are unchanged. openai-chat.ts sits at exactly its 822-line cap. The reviewer ran 566 focused tests, 0 failing.

CI on the exact head: all 30 PR checks green (fork workflows approved by the maintainer after checking the diff touches no workflow, dependency or release files).

Known non-blocking follow-up (P2): src/adapters/openai-chat.ts:514. After upstream usage has been captured, a repeated completion marker or a late argument fragment ends the stream with an error that omits usage, so those tokens are not counted. The fix is to include usage: pendingUsage there and add a focused assertion. Tracked as a follow-up.

Local (pinned Bun 1.4.4) on b9c945e: 18 focused files, 520/520; typecheck, structure, privacy, skill surface, diff check pass. NOT RUN: full suite, lane=all (not Windows-sensitive), external relay interoperability.
