Summary

Closes test(server): agent-task-recovery Retry-After floor case flakes under load #7613. Scope the transient retry stubs to each case's recovery endpoint and forwarded user-agent, with distinct synthetic account identities. Foreign sends cannot advance another case's fetch count or timestamps; unexpected sends are recorded even if recovery catches their rejection.
Track the cache resolver's actual request callback through response processing and deadline cleanup. Teardown aborts shared work, releases deferred mocks, drains callbacks and handlers, and restores fetch before releasing the spend-home lease. This preserves the existing 2,400 ms floor assertion and 10,000 ms case timeout. No production recovery behavior changes.
Decision: keep this fix in tests and one new fixture helper; shared layout registrations and size caps are unchanged. The historical stray request is still unattributed: an unmodified pinned trace passed 495/495, while deterministic synthetic tests exposed the isolation and teardown defects. The separate Remote Link focus issue is handled independently. Local workflow roadmap files remain outside this PR's write scope.

Verification

Bun 1.4.3: three synthetic fixture regressions failed against extracted legacy behavior (foreign fetch resolved, close completed early, gate stayed unreleased), then passed after the fix. Final fixture checks: 4 pass / 0 fail.

All 21 serial lanes passed. The run began on the pre-patch base and does not certify the final head. This is not final-head passing evidence. No test was skipped or weakened. A second full local run is disproportionate while concurrent lanes share this host and the first run already takes several minutes; final-head focused/import-connected tests and Ubuntu CI cover this fixture change.
NOT RUN: a second full root suite on the final head.
