Advisor consultations now keep the originating caller's provider/model admission scope. Before this change the internal loopback hop was re-admitted with the host's own admission token, so a consultation could resolve destinations outside the scope of the API key that triggered it.
The caller's resolved provider/model scope is captured when the request is prepared and sent on the Advisor's loopback hop as capability-authenticated metadata. It is honored only together with the process-owned internal-call capability; on ordinary requests the header grants nothing.
That scope is enforced on every final Advisor destination: alias and policy resolution, combo selection (including router-collapsed picks), native combo children, nested JEV decision turns and fallback/retry hops.
The metadata has a shared encoded-size bound that fails before any fetch. Malformed authenticated metadata gets one final 403 refusal row, and its contents are not logged.
Scope: this PR covers model scope only. Applying the caller's paid-combo consent and device-scoped fallback policy inside a consultation is tracked separately in #7859. The maintainer commit that added those semantics was reverted on this branch (f77b3d058) so that this change can land on its own.
Maintainer carry: the original change is by @luvs01; maintainers added the combo/fallback scope coverage, the narrowing revert and the dev merges.

Advisor consultations now carry a captured caller admission scope and policy through internal requests. The server applies caller and host constraints to route, combo, JEV, and fallback decisions. Tests cover scope transport, capability checks, policy capture, and destination admission.
The change adds a frozen caller policy, capability-bound policy registration, and intersected admission scopes. Destination, metered-combo, native-message, and fallback checks apply caller constraints alongside host admission. Tests cover policy and scope restrictions, token authority, and registry cleanup. The Advisor and fallback-policy documentation describes these rules.

Response preparation captures scope and policy for the Advisor plan. The runtime forwards both to consultAdvisor, which sends the encoded scope and a registered policy token. The Chat handler validates metadata on capability-authenticated internal calls and rejects invalid metadata with 403. Tests cover encoding bounds, captured snapshots, capability handling, and loopback transport. The test-layout files assign the new tests to the Advisor shard.

Combo route checks and JEV destination validation use the resolved inherited scope. JEV child response handling receives the parent scope. Tests cover scoped failover and decision-model dispatch. …ions
The Advisor's capability-authenticated consult carries the caller's captured
model scope, but the native combo lane and the JEV decision-destination
filter re-resolved scope from the consult's own broad host-key admission and
lost it. An out-of-scope failover target was dispatched upstream, and the JEV
decision service could be reached by a key that does not cover it.
Resolve the request's admission scope once at the combo boundary -- the
prepared snapshot on options.admissionScope, or the admission-derived scope --
and use it for the native-lane settle check and the JEV destination filter,
matching what bridge children already receive. The scope codec now shares one
wire bound: the encoder refuses an over-bound value with a controlled error
that the consult turns into a pre-fetch failure rather than emitting a header
the peer must reject. Regression tests cover the advisor-inherited failover
deny/allow paths, the JEV decision-destination filter, the codec bound, and
the header-without-capability ignore behavior.
Three edges still dropped or reinterpreted the caller's captured scope:
- createJevModelInvoker forwarded the parent's transport admission but not its
resolved admissionScope, so a capability-authenticated decision-model turn
re-derived scope from the host's broad key and could dispatch to a
destination the caller may not reach. The invoker context now carries the
parent's resolved snapshot and forwards it to the child handleResponses.
- A malformed x-opencodex-advisor-admission-scope header beside the real
capability returned 403 without a final request-log row; it now records one
like every other early rejection.
- A caller with no model scope produced an undefined snapshot, the consult
then omitted the scope header, and the receiver re-resolved scope against
the host's own restricted key -- falsely denying a legitimate advisor call.
The consult now always sends the explicit snapshot; empty lists decode as a
defined-but-unrestricted scope, so the capability fence is unchanged.
Regression tests cover denied/allowed decisionModel dispatch (qualified,
bare-id, and model-allowlist refusals), the logged malformed refusal, and an
unrestricted caller consulting through a restricted host key.

Release-lane decision (v2.93.0, L-A security runtime lane): DEFERRED_POST_RELEASE.
An independent security review (gpt-6.1-sol, role=review) of the dev-refreshed head dc7a0e81065c35604e21dd7cbf0e0d3ebaede856 (dev c2f3d8b42b merged in) returned MUST-FIX with 2 blocking findings in the same caller-admission path this PR hardens (the area of the open CodeRabbit thread at src/server/responses/core-combo.ts:394, which is not yet addressed). The three earlier CodeRabbit items (4370027108, 4370027111, 4370027123) are confirmed addressed, and typecheck plus the four focused files passed (55/0).
Because the remaining gaps need a design-level change across combo selection and fallback guards, this will not land in v2.93.0. The reviewer's details are being kept out of the public thread until a fix ships; the maintainers will follow up with the author directly. No code was changed beyond the clean dev merge.
⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Avoid capturing the admission policy on every prepared request.
prepareResponsesRequest calls captureAdmissionPolicy unconditionally. That call does the following:
It runs structuredClone on config.fallback.
It deep-freezes the result.
It evaluates admissionMayUseMeteredComboTargets.
It runs fallbackDeviceIds. That function can read the link store when fallback.devices is non-empty.
The snapshot is consumed only when an Advisor plan is created (src/server/responses/sidecar-execution.ts, Lines 192-201). It is never used when the Advisor is disabled or the request is advisor-internal. The cost is small per request. It is paid on every request, though, and again for each combo child, because each child re-enters this function.
Capture the policy only when it will be used. One option is to skip it when options.advisorInternal === true or when no advisor plan factory is registered for config. Keep the capture before any plan factory runs, so the immutability tests in tests/advisor/advisor-caller-policy.test.ts (Lines 159-174) still hold.

Reject composite scopes without silently widening them.
A composite scope does not reach encodeAdvisorAdmissionScope through the current advisor consultation path: consultAdvisor is called with the plan's request scope, and advisor-internal requests cannot create another advisor plan.
However, AdmissionModelScope.allOf is a declared input of the exported encoder. The encoder's own contract says it must not drop scope data, but the flat wire format drops allOf and the decoded empty lists allow every route. This is a present contract violation for a supported input, even without a current production caller.
Use a dedicated controlled error. A generic error would violate consultAdvisor's never-throw contract.

Defer the scope check for unresolved combos.
For a random combo, routeModel makes a provisional pick before this check. The Responses combo dispatcher makes another selection independently. If the provisional pick is outside the inherited scope, this returns 403 before the dispatcher can select an allowed target. (raw.githubusercontent.com)
