Summary

Opt-in cooldown recovery must remain exclusive to the request that reserved it. Keep shared cooldown records and carry the request's reservation through selection, waiting, failover and conditional success settlement.

Each reservation identifies a cooldown write by revision. A later failure invalidates that reservation even when its Retry-After expiry is identical. Success clears only the unchanged reserved revision for the target that actually answered; unrelated requests, newer failures and untouched siblings retain their cooldowns.

Current review follow-up

Head: 9d4f1a2. Verified tree: 80129530037bbf93745330b84d976ed903ab0507.

Five separate follow-up commits preserve the existing e2ead09b history. The first three were published in one leased branch update; the two independent test-fixture corrections extend that history without force pushes:

Commit Scope
676d3010 Preserve reservation ownership after waits and through JEV candidate enumeration; align owning documentation and eight localized guides.
1e2fcce8 Keep the existing Pool-401 HTTP fixtures on their intended mocked HTTP transport.
25a25ac1 Revalidate reservations after an awaited JEV decision and preserve completed decision accounting.
968a1528 Give the real npm-global identity testcase its own 60-second budget after reproducing the changed-lane timeout.
9d4f1a22 Isolate valid Copilot catalog discovery from inference capture and own the returned test response.

The follow-up changes 17 files: two product files, five test files, two owning contracts and eight localized guides.

  • Ordinary waits and waits before last-resort fallback use the selector's current availability, quota, request-eligibility and reservation-revision checks. A redundant cooldown-only predicate no longer vetoes a valid owned reservation.
  • JEV enumeration receives the initial request reservation and cannot reserve another recovery pass. The selected pick and subsequent fallback retain the same ownership.
  • After the asynchronous JEV decision, reserved requests recheck current eligibility and cooldown revisions. A replacement revision blocks the old bypass even when its expiry is unchanged.
  • If the selected target became invalid, the request uses a currently eligible fallback and its supported effort. The record names that actual fallback and drops stale choice scores/quota. If no candidate remains, the request records the completed decision and reported usage, then returns 503 with zero model sends. An otherwise applicable rejected choice becomes invalid; existing backend failure gates remain intact.
  • Already-aborted requests skip reselection and retain the existing logging and downstream cancellation path.

The post-wait change addresses inline review 4379154654. The JEV propagation and post-decision checks address the loss identified in review 5654637685 and the independently reproduced decision-wait race.

Verification

Pinned Bun 1.4.4 (38afee6c8) on Linux, with repository preload and isolated fixtures:

Reservation implementation checks, retained on unchanged source/test hashes Result
Official focused wrapper, 10 related files 260 passed, 0 failed, 1,392 assertions
File-size ratchet 9 passed, 0 failed, 85 assertions
bun run typecheck Passed
bun run structure:check Passed
bun run privacy:scan and whitespace check Passed
Independent final static review No remaining correctness blocker
Documentation build 593 pages / 84,981 internal links

The final focused command was:

bun scripts/test.ts --changed=e2ead09b606b58b686a9baaa9156a4ebfeffd86a --isolate --timeout 60000 \
  tests/codex-integration/combo-cooldown-reprobe.test.ts \

Controlled failing comparisons were retained separately:

  • On the exact e2ead09b product preimage, the ordinary-wait and before-last-resort reservation cases failed (6 controls passed / 2 failed). Both all-cooled JEV choice/fallback cases also failed.
  • Before post-decision revalidation, two real JEV entry-barrier cases still dispatched to B after a new cooldown revision replaced its reservation. They now prove valid A fallback and all-invalidated no-send exhaustion. The tests assert equal expiries but different revisions, actual effort sent, retained decision usage and physical send counts.
  • Restoring the intermediate early-503 return reproduced the completed-decision accounting loss (1 passed / 1 failed). The final shared logging path preserves it.
  • Barrier assertion failures release the decision, join the pending request and cancel its body before fixture teardown, while preserving the original failure.

All published blob/tree identities match the verified local commits. Site-source hashes remained unchanged after the final race correction, so the successful documentation build was not repeated. The 25a25ac1 automatic CI failed in test changed; its Catalog async contracts passed. That failed run was not retried. The cause and separately verified test-only correction are recorded below. The subsequent 968a1528 automatic CI failed in the Copilot wire-default fixture; Catalog async contracts passed. Its separately reproduced, test-only correction is recorded below. Neither failed run was retried. Current-head automatic CI and Catalog async contracts completed successfully on 9d4f1a2289e04ff0eddc08345c015d32e727b2da. The actual fast lane passed test changed, common gates, docs, structure/storage/API checks, npm-global, Docker smoke and the aggregate gate: 11 successful jobs / 10 policy skips / 0 failures, attempt 1. Latest target, hygiene and label checks also passed; no inline review thread remains unresolved. The PR is Ready for review. Full Ubuntu shards and native Windows/macOS jobs were policy-skipped in this run and are not counted as executed coverage.

CI timeout diagnosis and scoped correction

The failed job checked merge 7e19d7a2a68b2e086deb86df4e764889af021aa0, combining dev 1de2b71b with the previous PR head. The changed-test lane supplies the usual isolation and four workers but no global --timeout 60000. The real npm-global identity test had no explicit testcase budget.

Using that exact merge, pinned Bun 1.4.4, the official changed-test wrapper and only the two cases named by the error annotations reproduced the CLI failure at 5,031.67 ms: Bun explicitly reported this test timed out after 5000ms, killed a child, and the unchanged status assertion received null. The SSE reset case passed while printing its deliberate fixture reset stack; two error annotations did not mean two failed cases.

The final test-only commit adds a comment and 60,000 ms to this one testcase, matching the former full-shard runner's effective budget. It preserves all content-digest/refusal assertions, inner child limits, production code, SSE behavior, runner flags and shared timeout policy.

Correction verification Result
Exact-merge focused RED 1 passed / 1 failed, 42 assertions; explicit 5-second CLI timeout
Same command after the one-case fix 2 passed / 0 failed, 59 assertions; CLI completes in 7,248.67 ms
Candidate full CLI file, no global timeout override 21 passed / 2 Windows-only skips / 0 failed, 123 assertions
Official typecheck, structure, privacy, whitespace Passed
Size ratchet 9 passed / 0 failed, 85 assertions

The final CLI command was bun scripts/test.ts tests/cli/cli-codex-cli-update-boundary.test.ts. Every run reached output EOF, was reaped, left no owned process and retained its input fingerprints. Independent review found no additional blocker. Production, runner, docs and the prior 260-test inputs retain the same objects, so those unchanged regressions and the documentation build were not repeated. Native-platform and full-suite limits below still apply.

Copilot wire fixture diagnosis and scoped correction

The next CI failure ran merge 80cde460bbeb03eb5149886b98ff16f19c8f8d98, combining dev 2606f6f9 with 968a1528. The unchanged full Copilot file, run once on that exact merge through the official changed-test wrapper with default timeouts, produced 53 passes / 19 failures / 6 unhandled errors. Thirteen wire cases captured the permission catalog's /models request as inference; six reached the default five-second limit.

The existing fixture returned SSE to the JSON catalog endpoint and omitted the repository's caller-owned catalog provider.fetch seam. The correction uses withStubbedProviderFetch, returns valid named-picker JSON for the canonical catalog GET, records inference POSTs separately, resets the Auto catalog cache per case, asserts response status 200 and cancels the returned body before releasing the spend-home lease. All original model selections, wire URL assertions and timeouts are preserved.

Copilot correction verification Result
Exact failed integration merge, unchanged fixture 53 passed / 19 failed / 6 unhandled errors, 184 assertions
Same merge and command after correction 72 passed / 0 failed, 281 assertions
Publication candidate based on 968a1528, full file 72 passed / 0 failed, 281 assertions
File-size ratchet 9 passed / 0 failed, 85 assertions
Privacy scan and whitespace Passed
Independent source review of blob 036699fe No blocker

The exact-merge command was bun scripts/test.ts --changed=2606f6f922d6c897836f4aafc0910f46293e5786 tests/providers/github-copilot/github-copilot-wire-defaults.test.ts; the publication candidate used the same official wrapper with that explicit file and no timeout override. Both corrected executions completed in under 2.5 seconds, reached EOF, were reaped and left no owned process or unhandled error.

The /models misclassification is directly reproduced. Real DNS waiting before the old global fetch stub is a supported possible route to its timeouts; it is not established as the exact cause of every hosted empty-URL failure. The returned-body cleanup addresses fixture lifetime separately.

Only this existing test file changes in 9d4f1a22. Production code, SSRF policy, CI configuration, docs, the CLI budget correction and the prior 260-test inputs retain identical objects. The official source-only typecheck and structure results were reused after verifying those unchanged inputs; the core tests and docs build were not repeated. The first diagnostic wrapper installed missing GUI dependencies without changing tracked inputs; no GUI build was run.

Pool-401 fixture diagnosis and finding disposition

The initial related run exposed ten failures in the existing HTTP fixture. Running that file against unchanged e2ead09b production code produced the same 43 passes / 10 failures. A controlled WebSocket refusal confirmed that streaming requests could bypass the mocked fetch and attempt a live WebSocket.

The separate test-only commit sets upstreamWebsocket: false on the two canonical fixture rows. All 53 Pool tests / 356 assertions then passed and are included in the final 260-test gate. Models, aliases, production routing and behavioral assertions were preserved.

The proposed production Pool-401 reservation-map change remains unproven on the normal stable-configuration path and is not included. Initial opaque-payload eligibility and later recovered-plaintext routing admit different target classes on that path. No impossible dispatch stub was used to justify a map change; this does not claim impossibility under arbitrary dynamic configuration changes.

Earlier evidence and limits

The previous e2ead09b head passed Cross-platform CI and Catalog async contracts. Those are historical results, not current-head evidence.

The full local suite was disproportionate under four concurrent isolated worktrees and the central resolver's large import graph. The repository resource exception was used with the explicit related files above; broader coverage remains with hosted CI. No full local suite or new native macOS/Windows execution is claimed. Explicit maintainer security review remains required before merge.

Checklist

  • Scope stays focused, with the unrelated fixture repair isolated in its own test-only commit.
  • Owning contracts and eight localized guides describe the current behavior.
  • Focused regressions, controlled failures, identity checks and remaining limits are recorded.
  • Current-head hosted CI.
  • Explicit maintainer security review.

Summary by CodeRabbit

  • Bug Fixes
    • Improved Combo recovery when all targets are cooling down: eligible targets can be retried without removing their cooldowns for other requests.
    • Successful retries clear only the unchanged cooldown for the target that responded. Untested targets and targets with newer cooldowns remain protected.
    • Failed retries continue to respect provider retry-after times and existing fallback rules.
    • Rechecks target eligibility after waits and selection decisions, avoiding attempts to targets that are no longer available.
  • Documentation
    • Clarified Combo cooldown recovery behavior, including how reservations apply to one request and persist through waits.

A request-scoped reprobe reserves cooled targets without clearing the
shared map, so nothing lifted the cooldown once the probe succeeded:
the target stayed cooled for everyone until expiry, and the next
reservation could not fire until the interval elapsed. A cooled target
only reaches dispatch through a reservation, so noteComboSuccess now
clears that target's cooldown — a serve disproves it — while the
mayCommitComboState generation guard still rejects stale writes.

A request-scoped reprobe bypassed the shared cooldown by bare key, so a
replacement entry written while the request was in flight — a
provider-scoped failure, or this request's own failed hop — was probed
through anyway. The reservation now captures each cooled target's expiry:
the bypass applies only while that exact entry is still recorded, and a
successful serve lifts it (settleComboReprobeSuccess) while leaving
unprobed and re-cooled targets recorded. The reservation also carries
through pickComboTargetWithWait, so the before-last-resort deferral and
in-flight retry paths no longer drop the request's recovery pass.

Walkthrough

Combo recovery now reserves eligible cooldown writes for the current request instead of clearing them during selection. Reservations persist through retries, waits, and JEV selection. After successful dispatch, the selected target’s cooldown is cleared only if its revision remains unchanged.

Minor · Forward the initial reprobe reservation into the jev candidate enumeration. · core-combo.ts:335

src/server/responses/core-combo.ts:335
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Forward the initial reprobe reservation into the jev candidate enumeration.

With cooldownReprobe enabled, an all-cooled jev combo returns 503 on the pass that should recover it. The initial pick reserves the cooled targets and consumes the reprobe interval. The jev candidate enumeration then runs without that reservation, so it finds no candidates.

The initial pickWithWait at Line 609 does not set allowCooldownReprobe: false, so it can reserve all cooled targets. reserveAllCooledTargets only reserves when no sibling is already available, and it sets lastCooldownReprobeAt before it returns. The jev branch at Line 678 then calls eligibleJevComboChoices. That function calls pickComboTarget at Line 335 with no reservation map. The interval gate returns early, so no target is bypassed. choices is empty, and Line 680 returns comboUnavailable. The reservation that the initial pick made is discarded.

Carry the initial pick's reservation into the enumeration, and disable new reservations there. Each choice pick then keeps the map, so the selected target's cooldown is settled on success.

Add a server test for a jev combo with cooldownReprobe: { enabled: true } and every target cooled. Assert that the request reaches the jev selection and does not return comboUnavailable. The jev path has no coverage today: a search for jev in tests/codex-integration/combo-cooldown-reprobe.test.ts and tests/server/server-combo-cooldown-fallback.test.ts returned no matches.

Follow-up for review 5654637685 is published at 25a25ac.

JEV enumeration now receives the original request's cooldown reservation without reserving another pass. The awaited decision is followed by current eligibility/revision checks, so a same-expiry replacement cooldown cannot inherit the old bypass. Real decision-entry barriers prove valid fallback with its supported effort, or 503 with zero model sends; the completed decision's usage remains recorded in either case. The final related gate passed 260 tests / 1,392 assertions, and the owning contracts plus eight locale guides are updated.

The proposed production Pool-401 reservation-map change remains unproven on the normal stable-config route and was not applied. A separate test-only commit pins the existing HTTP fixtures to HTTP after a controlled comparison demonstrated live WebSocket escape outside their fetch mock. This preserves the models, aliases, product routing and assertions. The PR body separates the baseline failures, regression failures, final passing evidence and current-head CI status.

Published the scoped CI correction in 968a152 (tree 5bd2463c71ee14b49f3779476443efc6e0391292). Only tests/cli/cli-codex-cli-update-boundary.test.ts changed: the real npm-global identity testcase now declares its own 60-second limit.

The failed changed-test job was reproduced at its exact integration merge with the official wrapper and no global timeout override. The CLI test exceeded the default 5 seconds; Bun explicitly timed it out, killed its child and produced the same Expected 0 / Received null failure. The SSE case passed with its expected reset log.

The same focused command changed from 1 pass / 1 fail to 2 pass / 0 fail, with all CLI checks completing in 7.25 seconds. The full CLI file passed 21 tests / 123 assertions, with two Windows-only skips on Linux. Official typecheck, structure, privacy, whitespace and all nine size checks passed. Every assertion, child-process limit, product source and CI policy is unchanged. The earlier 260-test reservation coverage and documentation inputs retain identical hashes.

This is a new verified commit, not a blind retry of the failed run. The PR stays Draft while its new-head automatic checks complete.

Separate valid catalog discovery from inference capture through the existing provider.fetch test seam. Reset the catalog cache per case and cancel the returned body before releasing its spend-home lease. Preserve model assertions, default timeouts and production policy.

Published the separately verified Copilot fixture correction as 9d4f1a2 (tree 80129530037bbf93745330b84d976ed903ab0507), directly on 968a1528 without a force push.

The failed run's exact integration merge reproduced 53 pass / 19 fail / 6 unhandled errors in the unchanged Copilot file. It captured the /models permission lookup as inference and returned SSE where discovery expects JSON. The correction uses the existing caller-owned catalog fetch seam, valid catalog JSON, separate inference capture, per-case cache reset and awaited response-body cancellation. All existing model/wire assertions and default timeouts remain intact; production, SSRF and CI policy are unchanged.

The same exact-merge command and the original-branch publication candidate each passed 72 tests / 281 assertions. Size (9 tests / 85 assertions), privacy and whitespace checks passed; independent review found no blocker. Source/dependency identities support reuse of the source-only typecheck, prior 260-test gate and docs build instead of repeating unchanged work. The DNS path is a possible contributor to the old timeouts, not a proven explanation of every hosted case.

Current-head CI and Catalog contracts are now successful: 11 successful CI jobs, 10 policy skips and zero failures, attempt 1. test changed and the aggregate gate passed; latest target/hygiene checks passed and no inline thread remains unresolved. The PR is Ready for review. Full Ubuntu shards and native jobs were skipped by the fast-lane policy, so they are not counted as executed coverage. The previous failed runs remain recorded; no rerun was requested. Explicit maintainer security acceptance remains separate.

Maintainer dev integration decision (lane L7, under MAINTAINERS.md maintainer dev integration).

  • Exact head: 0a6cf86936de83445824aa45f97ab8a1f28938e8 (author's 9d4f1a22 plus a normal dev merge via update-branch; no rebase).
  • Exact-head CI: Cross-platform CI run 40517380220 success (gates, test changed, structure, docs build, docker, npm-global, storage, api usage; full shards and native jobs skipped by PR policy), Catalog async contracts 40517380102 success, PR hygiene 40517376674 success, Enforce PR target branch 40517376711 success.
  • Independent review (gpt-6.1-sol) at 9d4f1a22: PASS, 0 blocking. Reservation creation, revision fencing, success settlement, wait/JEV ownership and abort paths checked; the three fixture edits outside combos do not weaken assertions. No unresolved review threads or CHANGES_REQUESTED.
  • Current dev d519ab07b merges cleanly (git merge-tree exit 0); no layout/count/baseline files touched; changed files stay under the size ratchet.

Squash-merging.
