Summary

OpenAI released GPT-6.1 Terra on 2026-10-26 as the successor to GPT-5.6 Terra. This lists gpt-6.1-terra next to GPT-5.6 Terra wherever opencodex serves Terra, except Cursor, which does not offer it. GPT-5.6 Terra stays everywhere, and no default model, sub-agent roster, roster migration or Ultrafast tier changes.

  • Native Codex: the gpt-6.1-terra row is pinned verbatim from openai/codex codex-rs/models-manager/models.json (captured 2026-10-27): 500,000 default / 872,000 long context (compacts at 450,000), low..ultra with default low (ultra goes out as max), multi-agent v2, Fast only. It is self-described and ungated like GPT-6.1 Sol. Like Sol, it stays out of the confirmed-denial pool preference, so a roster that lags the release cannot shrink the pool.
  • OpenAI API key: 1,050,000 context / 922,000 max input / 128,000 output, efforts none..max.
  • OpenRouter openai/gpt-6.1-terra (1,050,000) and GitHub Copilot (GA 2026-10-26, Responses wire).
  • Preemptive seeds (marked 261027 preemptive, copied from each provider's GPT-6.1 Sol entry): TokenLab (Responses wire), Kiro, CodeBuddy, Devin, Modelflare and DigitalOcean.
  • Pricing: $1 input / $0.05 cached / $1.25 cache write / $5 output. Above 272K input tokens the whole request uses 2× input and cache, 1.5× output. Model metadata is regenerated with bun run generate:model-metadata. Third-party metadata vendors whose Sol price differs from OpenAI's list price get no Terra row.
  • Docs: English and all seven translated locales. Model tables, the Copilot/TokenLab/OpenRouter lists, and a "GPT-6.1 Terra" section in the providers reference.

Verification

All test runs use the pinned test runner, Bun 1.4.4.

  • New regressions tests/codex-integration/gpt61-terra-rows.test.ts, tests/providers/gpt61-terra-provider-rows.test.ts, tests/usage/gpt61-terra-pricing.test.ts and tests/ci-workflows/docs-gpt61-terra.test.ts failed before the change and pass after it. The confirmed-Fast pricing case fails without the 2× rule (2 fail) and passes with it.
  • Focused set of 37 files covering every touched surface, plus layout, ratchet, structure-ssot and skill-ocx: 1253 pass / 0 fail. tests/usage: 1232 pass / 0 fail.
  • Sweep of every test file that mentions GPT-6.1 Sol, plus tests/service (97 files): 2480 pass / 1 fail. The failure (service status --json CLI preflight) fails the same way on clean dev 9e48f78 on this Windows host.
  • bun run test:changed hit its 900-second cap on this Windows host. The 15 files it reported as failing, run in isolation, behave the same on this head and on clean dev 9e48f78 (Claude Desktop gateway timeouts, Nous OAuth refresh, routing compatibility, and others). The four head-only differences passed or failed the same way on a paired rerun.
  • bun run typecheck, bun run structure:check, bun run skill:surface:check and bun run privacy:scan all pass. docs-site bun run build passes (593 pages).
  • Merged current dev (fix(claude): drain parent ACL flights before intercept secret writes #7777) cleanly; typecheck, structure and the layout/ratchet/Terra suites pass on the merged head (224 pass / 0 fail).
  • Exact-head PR CI and one lane=all run: linked in comments.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Summary by CodeRabbit

  • New Features

    • Added GPT-6.1 Terra to the native Codex model catalog, with a 500,000-token default context window and an optional 872,000-token window.
    • Added GPT-6.1 Terra to provider catalogs, including OpenAI API, OpenRouter, GitHub Copilot, and other integrations, with provider-specific context limits and reasoning options. GitHub Copilot routes this model through Responses by default.
    • Added GPT-6.1 Terra pricing and usage estimates, including applicable context-tier and Fast-mode pricing.
  • Documentation

    • Updated model and provider guides across supported languages with availability, context and output limits, supported endpoints, reasoning options, and pricing.

Pin the supplied upstream row verbatim and register its native 500k/872k
context, low-through-ultra ladder, Fast-only tiers and multi-agent v2.
Keep GPT-5.6 Terra, defaults, configured-native template and roster version.
Apply Terra's client minimum only to per-model absence evidence so unrelated
roster success TTLs stay unchanged.

Verify native, account-qualified and OpenAI-forward rows, Claude context and
labels, and ultra-to-max wire folding. Keep Cursor and other lanes untouched.

Validation: 613 affected tests and 38 layout/ratchet tests pass on Bun 1.4.4;
typecheck, structure:check and privacy:scan pass.

P2 Badge Apply Terra's Fast premium to priority cost estimates

When GPT-6.1 Terra runs with service_tier: "priority", the new pricing overlay still charges the standard rates because Terra has no entry in PRIORITY_MULTIPLIERS or PRIORITY_PRICING_RULES. This contradicts the 2× Fast price documented in this change's docs-site/src/content/docs/reference/configuration/providers.md. A local call to estimateRequestCost with 1,000 input and 1,000 output tokens returns $0.006 for both default and priority service, whereas Fast should return $0.012; the usage summary consequently understates these costs by half. Add the exact OpenAI Terra priority rules and replace the new test assertions that require the multiplier to remain 1.

Use French grouping separators for Terra’s token limits.

In French, 500,000 reads as a decimal value, not 500,000 tokens. The new section repeats this notation for the other limits. The changed tables in docs-site/src/content/docs/fr/guides/codex-app-models.md and docs-site/src/content/docs/fr/guides/providers.md do too. Write 500 000, 872 000, and 1 050 000 consistently so readers can interpret the advertised limits. Update the locale-wide assertion in tests/ci-workflows/docs-gpt61-terra.test.ts at Line 19 when correcting them. The OpenAI API specifies a 1,050,000-token context window. (unicode.org)

Format the new token limits as Russian integers.

The new 500,000 and 872,000 values use a decimal comma where the text intends thousands grouping. The same pattern appears in this section and in the changed tables in docs-site/src/content/docs/ru/guides/codex-app-models.md and docs-site/src/content/docs/ru/guides/providers.md. Use 500 000, 872 000, and 1 050 000 for the corresponding limits. Adjust tests/ci-workflows/docs-gpt61-terra.test.ts at Line 19 so corrected Russian text passes. (unicode.org)

Keep Turkish thousands notation in the Terra limits.

The new 500,000 can be read as 500 in Turkish numeric notation, while the surrounding page uses periods for thousands. Apply that existing notation to the new limits here and in docs-site/src/content/docs/tr/guides/codex-app-models.md and docs-site/src/content/docs/tr/guides/providers.md: for example, 500.000, 872.000, and 1.050.000. Change the literal-number check in tests/ci-workflows/docs-gpt61-terra.test.ts at Line 19 at the same time. (unicode.org)

Update the Terra limit values in the Turkish configuration and guide
documentation to use periods as thousands separators (for example, 500.000,
872.000, and 1.050.000), and adjust the literal-number check in
docs-gpt61-terra.test.ts to match.

Account for Terra’s 12-hour cache-write rate.

The openai-apikey Terra route targets https://api.openai.com/v1 and does not satisfy the canonical ChatGPT predicate, so prompt_cache_options.ttl: "12h" is not stripped. When the response reports those tokens as cache_write_tokens, the estimator applies Terra’s 30-minute $1.25 rate instead of the 12-hour rate.

Carry cache-retention information into cost calculation. Do not change Terra’s standard cache-write rate.

Update cost calculation for the `openai-apikey` Terra route to carry
cache-retention information through to cache-write pricing, applying the 12-hour
rate when `prompt_cache_options.ttl` is `"12h"`; keep `GPT61_TERRA`’s standard
30-minute cache-write rate unchanged.

Compare numeric limits without requiring English punctuation in every locale.

This loop requires 500,000, 872,000, and 1,050,000 in every translation. The new French, Russian, and Turkish pages therefore use English grouping even where it makes the token limits ambiguous or misleading. A correction to 500 000 or 500.000 would fail this test. Normalize grouping before checking numeric values, or keep locale-specific expected strings. Preserve separate assertions for model IDs, efforts, and endpoint names.

As per path instructions, translated locale pages must not be “left contradicting the English source.”
