fix(google): honor Retry-After floor and recognize the Cloud Code Assist ToS account ban - #7819
Two Google-family fixes from the account pool lane.
Retry-After is now the earliest resend ([Feature]: Respect Google Retry-After as a lower bound for retries #7802).fetchGoogleWithRetry (Vertex, Antigravity, AI Studio direct) passed a provider Retry-After through retryBackoffDelayMs without retryAfterIsLowerBound, so a Retry-After: 30 on a retryable 429/503 was clamped to the 2 s local maximum and the request was resent early into a refusal. The wrapper now honours the instruction as a floor, as fetchWithTransientRetry, the web-search sidecar and agent-task recovery already do. An instruction past the shared RETRY_AFTER_CEILING_MS (60 s) ends with the upstream response and its Retry-After intact instead of a resend. Headerless backoff, quota exclusion, send-budget refusal and abort behaviour are unchanged. A side effect: Retry-After: 0 now gets the normal ~250 ms jittered backoff instead of an immediate resend.
Cloud Code Assist Terms of Service ban is an account refusal ([Feature]: Recognize confirmed Google account-level refusal texts for account auto-pause #7803). The opt-in accountAutoPause classifier now recognizes exactly one additional Google envelope: HTTP 403, numeric code: 403, status: PERMISSION_DENIED, message This service has been disabled in this account for violation of Terms of Service. (whitespace normalized). This is the response Google's backend returned for account bans in PERMISSION_DENIED error google-gemini/gemini-cli#19501. It maps to the existing account_permission_denied reason; threshold, wire ownership and generation fences are unchanged. Project-scoped CONSUMER_SUSPENDED, service-enablement, model-permission, prefixed/partial messages and 401 variants stay unclassified. Broader Google suspension wording stays out until a real envelope is known.
bun test tests/adapters/google/google-vertex-http.test.ts: 56 pass, 0 fail. Against the unpatched google-http.ts, the 15 new [Feature]: Respect Google Retry-After as a lower bound for retries #7802 cases fail (full-delay wait for Vertex/Antigravity/direct x 429/503, HTTP-date floor, past-deadline answer without resend).
bun test tests/oauth/oauth-account-auto-pause.test.ts: 25 pass, 0 fail. Against the unpatched policy, the positive classifier case and the Antigravity end-to-end auto-pause case fail; the negative guards pass on both.
One existing case (retries without waiting for retryable response body cancellation) used Retry-After: 0 with a 250 ms race; it now stubs the backoff sleep so the race still measures only body-cancellation blocking.
bun run typecheck, bun run structure:check, bun run privacy:scan: pass. tests/ci-workflows/file-size-ratchet.test.ts: 9 pass.
NOT RUN locally: full bun run test (shared host under load; left to CI), live Google requests.

Summary by CodeRabbit
Bug Fixes
Google retry handling now treats Retry-After as the earliest retry time. If the requested wait exceeds the 60-second limit, the upstream response is returned without an early retry.
Qualifying Google Cloud Code Assist Terms of Service account bans are now recognized for account-level auto-pause. Project- and model-level errors remain excluded.
Documentation
Updated guidance on account auto-pause criteria and retry timing.
The Google-family retry wrapper clamped a provider Retry-After to its 2 s local backoff maximum and resent early. Honour it as a lower bound, and end with the upstream response when the instruction exceeds the shared 60 s wait deadline, matching fetchWithTransientRetry.
Refs #7802
Classify the exact 403 PERMISSION_DENIED envelope Google returns when it disables Cloud Code Assist for an account as an account-scoped permanent refusal for the opt-in auto-pause policy. Project-scoped CONSUMER_SUSPENDED, service-enablement and model errors stay excluded.
Refs #7803
Google retries now treat Retry-After as a minimum delay and return the upstream response when the delay exceeds the ceiling. Account auto-pause classification now recognizes a specific Cloud Code Assist Terms of Service 403 response. Tests and documentation cover both changes.
Changes: Google Retry-After handling

Summary
Retry delay and response handling src/adapters/google-http.ts, tests/adapters/google/google-vertex-http.test.ts, structure/transports/inventory.md
Retry delays use Retry-After as a lower bound. When the computed delay exceeds RETRY_AFTER_CEILING_MS, the adapter returns the current upstream response instead of retrying. Tests cover numeric and HTTP-date values, the ceiling, and response preservation. The transport inventory documents this behavior. The cancellation test stubs sleepWithAbort and restores it after the test.

The classifier recognizes a whole Terms of Service ban message with the required 403 PERMISSION_DENIED envelope. Tests cover accepted message variants, excluded refusals and envelopes, and Antigravity auto-pause handling. The documentation describes the qualifying account refusals.

Explanation
Issue #7802 is satisfied. In src/adapters/google-http.ts around lines 136-154, fetchGoogleWithRetry passes retryAfterIsLowerBound: true to retryBackoffDelayMs. The code returns the current upstream response when the calculated delay exceeds RETRY_AFTER_CEILING_MS. It does not schedule an early retry. The existing attempt limit and abort-aware sleepWithAbort remain active. tests/adapters/google/google-vertex-http.test.ts covers Vertex, Antigravity, and direct Gemini paths for 429 and 503 responses, numeric and HTTP-date values, and the no-resend deadline case. Match the reported complete Google message.
The response in google-gemini/gemini-cli#19501 includes a second sentence with a feedback address. The $ anchor rejects that message, so repeated refusals do not pause the affected account. (github.com)
Accept the reported complete message without accepting arbitrary suffixes. Update the fixture in tests/oauth/oauth-account-auto-pause.test.ts:252 to include that sentence.

Cancel the discarded response before the Retry-After wait.
For a streaming Google response, pendingResponse remains unread while sleepWithAbort waits. beforeDispatch cancels it only after the wait. Move the best-effort cancellation before the sleep so the body is released during the delay.
An abort during the wait skips the explicit cancelResponseBodyBestEffort call, although the fetch signal also cancels response consumption on abort. The previous short-backoff path had the same retention order; the new Retry-After floor extends the possible retention to 60 seconds.
Suggested fix
beforeDispatch: async () => {
- if (retryDelayMs > 0) await sleepWithAbort(retryDelayMs, ctx.abortSignal);
if (pendingResponse) cancelResponseBodyBestEffort(pendingResponse);
pendingResponse = undefined;
+ if (retryDelayMs > 0) await sleepWithAbort(retryDelayMs, ctx.abortSignal);
},
Add a streaming-response test that checks cancellation starts before the wait and that aborting the wait does not leave the discarded body unreleased.

Correct the Google refusal scope.
The classifier also accepts existing account-scoped messages in Google envelopes. For example, tests/oauth/oauth-account-auto-pause.test.ts:246-249 expects a Google PERMISSION_DENIED response with an inactive-subscription message to classify. Remove “only” or describe the ToS case as an additional recognized refusal.
As per coding guidelines, a structure/ doc states “the contract that holds right now.”

Google returns the Terms of Service sentence alone and with a fixed contact or appeal sentence (gemini-cli #19501, #20813, #27199, #27388). Allowlist exactly those whole messages after whitespace normalization; prefixes, quotes and other suffixes still do not classify.
Do not hold a second provider concurrency lease during Retry-After.
The Google retry path runs inside withProviderRequestSlot, which already owns the outer lease. After the first attempt, providerFetch has pacingSlotAcquired = false; because turnScopedPacing is not enabled in src/server/responses/adapter-dispatch.ts:422-430, the next attempt acquires another concurrency lease before beforeDispatch. Google then sleeps in beforeDispatch.
With a provider limit of two, both leases remain occupied while a Retry-After value such as 30 seconds is honored. Other requests can queue or receive RequestPacingQueueOverloadError. The base implementation capped this delay at the 2-second Google backoff limit; this change allows it to reach 60 seconds.
Use the existing turn-scoped pacing mode for this retry executor, or move the retry delay before acquiring the follow-up concurrency lease. Preserve the pending response cleanup and body-lifecycle ownership.

Add coverage for the OAuth account path.
This test uses key authentication, so it does not exercise OAuth snapshot ownership or OAuth account persistence. Those use a separate branch in src/oauth/account-auto-pause.ts. (raw.githubusercontent.com)
Use the existing OAuth fixture to send the qualifying response through normalization. Assert that the sending OAuth account is paused after the threshold and that its stored reason is account_permission_denied.

…l routing (#7835)
* fix(antigravity): consolidate account discovery and model denial routing
Carry the scoped routing changes from #7717 and #7668 for #7500. Union
usable sibling discoveries with final-send and publication admission, skip
disabled models within separate enabled/raw bounds, and rank eligible
accounts within readiness and support tiers.
Bind the 24-hour model denial cache to configuration home, sent credential
generation, and observation order. Recover bounded CCA model 404s within
request budgets and distinguish eligibility exhaustion from recovery failure.
Keep quota User-Agent/retry behavior and Argon display-only quota unchanged.

* fix(antigravity): bind model denials to original model evidence
Classify only complete original 4 KiB NOT_FOUND errors identifying the sent
wire model, and carry the result through normalization and pacing by private
response provenance. Generic resource errors cannot poison model eligibility.
Capture active discovery observation order before dispatch and recheck its
credential generation before publication so delayed discovery preserves newer
inference denials. Cover all three R1 regressions and synchronize the contracts.
