fix(ci): rebalance Ubuntu tests across five shards - #8233
Ubuntu's four full-suite shards repeatedly exceed the unchanged 15-minute job limit, including cancellations after a successful test step during cleanup. Run the same Linux suite in five duration-weighted shards and refresh the Linux/macOS table from passing Ubuntu job logs. The fast lane, triggers, permissions, runner, actions, Windows and macOS matrices, and timeout remain unchanged. The ci aggregate already consumes the test matrix result without a hard-coded Linux leg count.
The current dev branch rules API reports deletion, non-fast-forward and pull-request rules, with no required status-check rule; the legacy branch-protection API returns 404. In particular no test N/4 required check was reported.
Verification
bun scripts/ci/test-durations.ts refresh --source ... <15 passing job logs>: 2,950 files measured, 2,957 total rows; existing unmeasured rows retained. No cancelled job samples were used. Sources:
dev run 42145900556: jobs 127657288657, 127657288679, 127657288700, 127657288630.
dev run 42164875238: jobs 127718978423, 127718978416, 127718978462, 127718978425.
dev run 42180101020: passing jobs 127768393910, 127768393867, 127768394071; cancelled shard excluded.
RUNNER_OS=Linux BUN_TEST_FILE_SCOPE=general ... bash scripts/ci/run-bun-test-batches.sh N/5, using a no-op Bun test executable for assignment only: 631s predicted for each of five shards (590 files each). The previous table predicted 719s per shard with four shards. Observed job duration minus recorded per-file time in those 15 jobs was 36.2–49.0s; 631 + 49 = 680s (11m20s), before runner variation.
bun run typecheck: passed, 2,318 files. bun run structure:check: passed.
bun test --isolate tests/ci-workflows/ci-workflows.test.ts tests/ci-workflows/ci-review-lanes.test.ts tests/ci-workflows/ci-shard-balance.test.ts: 219 pass, 0 fail. bun test tests/ci-workflows/file-size-ratchet.test.ts: 9 pass, 0 fail.
./node_modules/.bin/bun test --isolate --timeout 60000 tests/ci-workflows: 1,825 pass, 31 skip, 0 fail across 92 files. The full repository suite was not run locally; the five Ubuntu shards provide hosted coverage when successful.
Independent security review: PASS on f04b7de023dad89af8cf41ea7d2468824f35ed07; the only subsequent change is a shard-assignment test and the reviewed workflow is unchanged. The reviewer confirmed no trigger, permission, secret, action ref, runner, or script-execution-surface change, and the matrix/name/divisor/timeout/aggregate contract. The initial review raised the shared-table macOS reassignment; its follow-up independently reproduced the estimate and accepted the remaining runtime risk within this scope.
macOS limitation: the shared table moves 2,214 of 2,957 macOS files. Reweighting both assignments with successful macOS jobs from run 42164875238 gives 652.7/711.7/703.5/812.1s before versus 710.7/715.1/735.0/719.3s after. One unmeasured file uses the macOS sample median (132ms). Subsequently, all four macOS shards using the new table passed in the authorized branch dispatch 42231780486 on the preceding f04b7de head: 14m00s, 15m49s, 16m45s and 18m10s. The dispatch as a whole is still in progress; the current head adds only the test fixture.
Prior head f04b7de PR CI attempt 1: test 1/5, job 127923852337 failed after 2m55s on batch 17/60: remote-workspace-server.test.ts management-ingress bind failed EADDRINUSE. Its 12 files in the logged order passed locally together (157 pass, 0 fail) and all 12 passed individually on Bun 1.4.4. This does not reproduce or identify the CI port holder.
Prior head f04b7de PR CI run 42227229718, attempt 2: success; test 1/5 11m47s (rerun), test 2/5 11m35s, test 3/5 12m00s, test 4/5 11m41s, test 5/5 11m30s; aggregate ci success. GitHub retained the four successful first-attempt results while rerunning the failed shard. The first failure remains evidence of an unresolved possible port collision, not proof of a fixed defect.
Current head 4f3340ddde291fc94f477f140e89a5a3c002198d: added CodeRabbit-requested 4- and 5-shard tiling and nonempty coverage. Focused workflow tests: 219 pass, 0 fail; bun run typecheck: pass. Exact-head PR CI run 42234199676, attempt 1: success; test 1/5 10m21s, test 2/5 11m18s, test 3/5 10m27s, test 4/5 10m19s, test 5/5 9m26s; aggregate ci success.
Additional deterministic probe: the two existing management-ingress integration cases use findAvailablePort then startServer(0); when a test-only preload forces the ephemeral public bind to select the released ingress port, both cases fail with the same AuxiliaryListenerBindError/EADDRINUSE (7 pass, 2 fail). The server binds public first then ingress. This exposes a pre-existing possible port-selection collision; the CI log does not prove that collision, rather than another process, occupied the port. No product or test fix is claimed here. The CI log does not establish the identity of the process holding the port.

Walkthrough
The Linux test matrix changes from four shards to five. The CI contract tests and workflow documentation now reflect the five-shard count and test changed fast lane.

Layer / File(s)
Summary
Configure and verify five Linux shards .github/workflows/ci.yml, tests/ci-workflows/*, structure/ops/*
The workflow changes the Linux test matrix and TEST_SHARD formatting to five shards. Contract tests check the shard count, batch-test step, and nonempty, complete shard assignments for four- and five-shard configurations. Comments and documentation update the fast-lane and shard descriptions.
lidge-jun/opencodex#8195: Changes the Linux shard assignment table used alongside the shard configuration updated here.
lidge-jun/opencodex#7782: Adds the test-changed lane referenced by the updated fast-lane comment and documentation.

Checked head: 4f3340d (f04b7de plus a test-only commit adding 5-shard exact-once coverage, per CodeRabbit); all 30 PR checks on this head passed; f04b7de also passed all 30 and its branch lane=all dispatch ran macOS 1/4–4/4 SUCCESS; no unresolved review threads.
Ubuntu shard wall times on this head: test 1/5 707 s (attempt 2; attempt 1 failed at 175 s on a pre-existing management-ingress EADDRINUSE port race that reproduces only when the public ephemeral bind lands on the released ingress port — the same batch passed 157/0 locally in order and every file alone), 2/5 695 s, 3/5 720 s, 4/5 701 s, 5/5 690 s — all under the unchanged 15-minute limit with ~3 minutes of headroom.
Security review (MAINTAINERS.md: GitHub Actions changes): independent review PASS — no trigger, permission, secret, runner, third-party action ref or script-execution change; only the Ubuntu test matrix size, its display name/TEST_SHARD value and comments, plus the regenerated durations table. AGENTS.md CI policy (PR runs Ubuntu only; macOS/Windows on dispatch/main/preview) is unchanged.
