Control-plane tests fail on main when scenario Goals lack canonical authority #7433
Description
On main at aec2a1b, 144 of the 247 tests in 13 files under tests/control_plane/ fail. The scenario Goals in these tests have no canonical authority. The failures are CanonicalAuthorityRequired errors plus assertion and type errors.
Failures by error type (13 files, base aec2a1b): CanonicalAuthorityRequired 53, AssertionError 81, TypeError 9, AttributeError 1, other 0 (144 total).
A pull request with a test-only fix will reference this issue. The fix initializes canonical authority through the reviewed cold-import CLI path. The 23 contrast cases in test_actual_default_model_behavior_portfolio.py are marked strict xfail and cite #7403. That issue tracks a harness defect in loopx/control_plane/testing, which the fix does not change.

Current-source reproduction update on an isolated, clean main checkout at
225698b313f3bcd5c967220013b4a2254c586792:That is all 50 current portfolio tests, without xfail/skip, plus all four original bound-wait cases from #7435. The
selected_work_vs_required_vision_replansource-relation failure from #7403 no longer reproduces through this complete portfolio module on this source.Main includes the fixture/contract reconciliation in #7459 and the later complete-context qualification repair 98ca82923. This observation does not choose or impose an older proposed source repair over the current contract.
Scope: this reruns the portfolio module and the separately reported wait recovery, not all 13 modules / 247 historical cases in this issue. I am therefore recording a verified reduction of the original failure set, not claiming complete closure of #7433 or broader model/installed-host qualification. A preliminary run overlapping source preparation encountered a runtime-startup failure and is excluded from this clean, fixed-source result.
