rt-ui: the runner board claims the mouse - #412

A host that shows the board behind a loader, like Flock's rt modal, waits for the program to claim the mouse to know it has drawn; glitter and the picker already do. rt-ui: the runner board claims the mouse
Flock's rt modal keeps its loader up until the program claims the mouse, the signal that it has drawn (m4ttstack/flock#3). glitter and the picker (nav, run) already claim it; the board was the one rt modal program that didn't, so the runner waited on the modal's fallback timer.
