Curated replacement for overlapping Dependabot PRs #61, #63, #64, and #65.
Updates Microsoft.NET.Test.Sdk to 17.14.1 and MSTest adapter/framework to 3.11.1. Migrates deprecated MSTest attributes and exact-exception assertions required by the newer analyzers.
Only test dependencies and test source are changed. Runtime application code is unchanged.
