Production readiness for api #87

Goal

metacensus/api and every image or package it publishes meet the production bar its Spike sets.

Non-goals

• Doing this work during rapid development; this Epic holds it until metacensus/strategy#206 starts.
• Features, and anything not about running or publishing what api already ships.
