Pull in latest go-mssqldb for fix to az-cli resource name

go-mssqldb got a fix for how we create Entra auth-token-scopes: microsoft/go-mssqldb#198

This imapct of the issue (for me at least) is the inability to use az-cli auth for accessing Fabric SQL endpoints (see: Azure/azure-sdk-for-go#22957).

go-sqlcmd should pull in the fix to go-mssqldb.
