Summary
Adds a "Releasing a new version" section to the README covering the full flow used for 0.9.0: bump the version and changelog date, merge, tag, publish a GitHub release, and confirm on PyPI.
It also documents the manual
workflow_dispatchfallback added in #132, and why it exists: a release event runs the workflow file from the tagged commit, so re-publishing a release does not pick up workflow fixes onmain. The README is the PyPI long description, so I checked that it still parses as RST with docutils.
