Primarily, i don't think it's fair that numbers can be inflated due to developers sleeping.
Ultimately, GitHub is only useful if it's useful when we need it to be
I'm thinking this could be a settings menu/area to configure somewhere, and would ignore outage window and uptime calculations for anything outside the configured 'work hours'
