[Bug]: Upload notification emails no longer sent after update to 31.0.3

Bug description

After updating from Nextcloud 31.0.2 to 31.0.3, upload notification emails are no longer being sent to users who are supposed to receive them.

Steps to reproduce

1. Share a folder with another user.
2. Upload a file to the shared folder.
3. Observe that the recipient receives no upload notification.

Expected behavior

Users should receive email notifications (e.g., "a file has been uploaded to a shared folder") when files are uploaded.
