Actually NcActions is implemented right. In Viewer there is another appearance:

Interesting - this issue is really interesting. It seems as if this issue is a non-issue on dark-modes (

), as this keeps the background from being white when only having :focus / :focus-visible.

EDIT: However, this is not something that we can really toggle ourselves within the server. It is always theme--dark, whether we switch it to light theme or not 🤔 So if we fix the styling for .action-item .action-item__menutoggle it will be fixed. time to find it!
