worked-around the make test fail issue by adding localhost to ::1...

EAI_AGAIN is a weird error for your DNS server to return. It means the server is saying "I can't fulfill the lookup right now, try again later."

Since it's a configuration issue, I'll go ahead and close this out, but thanks for the bug report. I don't think it's something we should fix in our tests, it seems proper for them to fail when it's an unexpected error.
