What steps will reproduce the bug?

const { eventLoopUtilization } = require('perf_hooks').performance;
console.log('ELU', eventLoopUtilization)

How often does it reproduce? Is there a required condition?

No required condition that I know of; always been a problem as far as I know

What is the expected behavior?

output is: ELU [Function: eventLoopUtilization]

What do you see instead?

output is: ELU undefined
