fix(release): bundle jsonc parser through its ESM entry

[nullStack65]

Linux SEA archive smoke for candidate37639312564 failed MODULE_NOT_FOUND './impl/format'. Resolve the exact jsonc-parser specifier to its published ESM entry during server packing, preserving native externals, Node26.8.2 and provenance gates.

The regression bundles the installed parser using production resolver options and executes the emitted artifact, checking JSONC comments, trailing commas and malformed-input errors. Baseline failure reproduced; focused regression1/1, targeted type-aware lint/type check, formatting and diff check pass. Distinct Luna review found no blocker. Exact-head normal CI required before ordinary landing. PR20 retains release ownership; no installation or publication.
