fix(litert): Load Anyway on a phone that can't hold the model shows a memory message - #771
"Load Anyway" on a phone whose free RAM can't hold a LiteRT model now ends with a memory message instead of "All backends failed".
What you get
A message you can act on. "Failed to load model: Not enough free memory to run this model right now. Close other apps or choose a smaller model." Before, the Pixel 9 showed "Failed to load model: Failed to load model: All backends failed".
No half-loaded model. On other runs the model stayed loaded on a context of a token or two, and every turn failed as "context full". It's now unloaded and refused.
Small contexts still load. A 512-token context the user chose, and a 4096 setting that native cut to 1024, both load and answer.
Cause
Native fits the LiteRT context to free RAM. When free RAM can't even hold the weights, it drops the context to a token or two and leaves refusing to the caller. Load Anyway skips the memory gate, so nothing refused it.
JS (litert.ts) refuses and unloads a load native cut below its 1024-token floor, unless the user asked for less.
Native (LiteRTModule.kt) no longer adds a second "Failed to load model:" to the error.
Checks
Pre-push gate passes: Jest on every related suite (503 suites, 2,559 tests), tsc, ESLint, depcruise and knip.
Android :app:testDebugUnitTest --tests LiteRTTokenBudgetTest passes (9 tests). The push hook skips native verification, so it was run separately.
litertLoadBelowFloor.rendered runs on the real chat screen. It taps Load Anyway when the weights don't fit and checks for one memory error and no reply. It also checks a 512-token context set in settings and a 4096 setting that native cut to 1024; both answer, and settings show the loaded context.
Screenshots

Load Anyway when the weights don't fit
Send a message, then tap Load Anyway on the Insufficient Memory sheet.
Before: "Failed to load model: Failed to load model: All backends failed"
After: one "Failed to load model", then what to do
On a Pixel 9 with 2.1 GB free, Load Anyway on Gemma 4 E2B (2.4 GB) clamped the
context to 1 token. Native then spent seconds trying GPU and CPU on that
budget and reported "Failed to load model: All backends failed"; with an older
LiteRT-LM the CPU load succeeded and every turn failed as "context full,
increase Context Length".
clampMaxTokens only goes below its 1024 floor when RAM cannot hold the weights
and leaves refusing to the caller, but Load Anyway has already passed the
memory gate. Native now refuses such a load before trying any backend, and the
JS service refuses one that native still returned, both saying there is not
enough free memory. A small Max Tokens the user chose still loads.
The native module prefixed its rejection with "Failed to load model:" and the
chat's alert adds the same prefix, so a Pixel showed "Failed to load model:
Failed to load model: All backends failed".
They send from the real chat: Load Anyway on a phone that cannot hold the
weights shows one memory error and no reply; a 512-token context the user
chose and a 1024-token context native clamped both answer, and settings
show the loaded context. Replaces the activeModelService-level test.
The LiteRT native module and service now reject loads when the effective context is below 1,024 tokens and below the requested budget. Tests cover rejected loads and successful loads at 512 and 1,024 tokens.
The native module rejects an effective context below the floor when it is also below the requested budget. Load failures now use the exception message or Unknown error. Unit tests cover unusable and usable contexts.
Service handling and rendered coverage src/services/litert.ts, __tests__/integration/models/litertLoadBelowFloor.rendered.test.tsx
The service unloads a model and throws a memory error when its effective context is below the floor and below the requested budget. Rendered tests check that a one-token result fails, while 512-token and 1,024-token results answer successfully.
The change rejects unusable low-memory loads. Additional tests would protect the native rejection and its display; no blocking failure was established.

The below-floor tests cover only isUnusableContext. Add a focused native test that invokes loadModel with a below-floor effective context and asserts the low-memory promise error before backend initialization. This will prevent removal or bypass of the guard from escaping the tests.

Add a focused native rejection-path test alongside the `isUnusableContext` tests
that invokes `loadModel` with a below-floor effective context and asserts the
low-memory promise error. Verify the backend is not initialized, using the
test’s established mocking or observation patterns.
Cover the native LiteRT rejection in a rendered test.
Cover the native LiteRT rejection in a rendered test.
Keep the current test for the resolved below-floor fallback. Add a focused case that makes loadModel reject with the native LITERT_LOW_MEMORY code and memory message after Load Anyway. Assert that the chat displays the memory message and that assistantLines(h) remains empty. This separates coverage of the native path from coverage of the TypeScript fallback.

Keep the existing test for the resolved below-floor fallback unchanged and add a
separate rendered test alongside it for native rejection. In the new case, make
LiteRT’s `loadModel` reject with the native `LITERT_LOW_MEMORY` code and memory
message after pressing “Load Anyway,” then assert the chat displays that memory
message and `assistantLines(h)` remains empty.
