Updates openshift/jetstack-cert-manager replace to merge commit of openshift#45 (a9537101948b58e4c5e644916f65ffcbd9d86e49). Also updates operand.Dockerfile RELEASE_BRANCH to release-1.17 so operand images build with CVE fixes.
