- Set the User Quota to 0
- Connect to a Owncloud WebDav Share useing Windows.
- Try to Change or Upload a File to a Owncloud Folder that is a External SMB Share

Hmmm, are you uploading with Chrome as specified or is the quota check only failing with desktop client 2.3.2 ?
Asking because of #28261.
This issue shouldn't affect the web UI

Can you try again with 10.0.3 RC1 ?

If you used the path "remote.php/dav/files/$userId/" to mount on Windows, then this is the new DAV endpoint and there was a bug with quota and external storage. That bug is fixed in 10.0.3 RC1.
However if you used "remote.php/webdav" this might be a different issue... Would still be good if you could test again with 10.0.3 RC1 to confirm.

Works in 10.0.3 but for me there is still another not considered Error.
Webdav: Could not rename part file to final file due to Quota limit #29103
