Bug Description

while setting up the private testnet, facing an issue in creating a new account. Here are the steps to reproduce.

register_account alice1 TEST5Bunx7rebMctpGXB8KguCn7AS5FcY3uYqMwoguW9jpYrJLeBQw TEST5Bunx7rebMctpGXB8KguCn7AS5FcY3uYqMwoguW9jpYrJLeBQw nathan nathan 0 true```

The register_account call is failing due to nathan membership was not updated to lifetime membership.

By restarting the cli_wallet it worked fine.

Is not a bug in the upgrade_account, it is a bug in get_account using a cache that needs to be removed.
