[Bug]: Hold cmd+q to quit is a bit broken #7369

Steps to reproduce

This commit made the UX worse imho

  1. Holding to quit, at least for me, quits the next underlying app as well unless it's timed perfectly. Very annoying. Not sure if it's possible to cancel out the active keystroke (even while it's pressed)
  2. I saw that you could disable it, and I did, but I still get the "hold cmd+q to quit" popup-pill after it's disabled. It quits regardless.
  3. Ideally, disabling this would give you an option to have a warning dialog instead (that probably also should be optional to show). For me, I would prefer regular cmd+q, but a warning if any thread was active.

Expected behavior

Not quit the underlying app.
When disabled, not show the "hold cmd+q to quit" popup

Actual behavior

Also quits the underlying app.
