ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This focused server bug fix refreshes stale workspace skill catalogs and protects against outdated asynchronous results, with regression coverage for refresh, deduplication, and provider-replacement races. The production impact is localized to existing provider snapshot coordination, with no schema, deployment, or sensitive-area changes. You can add or adjust custom eligibility rules. Learn more. |

Stale refreshes cannot update replacement provider state or workspace snapshots. Workspace refresh claims use per-instance tokens. Thanks for the PR. We're not taking changes to the orchestration and provider layers right now: that part of the server is being rewritten for V2, and merging into the current code would either conflict with or be thrown away by that work. Closing for now. If this is still an issue once V2 lands, please reopen (or open a fresh PR against the new code) and we'll take a proper look. |

Understood. This touches the provider layer being replaced for V2, so I accept the closure and will defer this fix. If the same behavior remains after V2 lands, I will reproduce it against the new implementation before proposing a focused follow-up. |
Refreshing provider status keeps previously discovered workspace skills indefinitely, so installing a skill can require restarting the environment before it appears in the composer.
Explicit provider refreshes now invalidate that instance's workspace catalogs. Web, desktop, and mobile already request missing catalogs for the active project. Background status updates retain the cache, and a workspace probe started before invalidation cannot repopulate it or clear a newer probe's reservation.
Fixes #11497.
Validation: all 50 ProviderRegistry tests pass, including a regression that fails before this change and covers in-flight invalidation, instance refresh, full refresh, deduplication, and provider rebuilds. Server typecheck and targeted lint pass.
