[Mobile] The links under "Jump to" are misaligned from unnecessary margins #1554

Actual Behavior
On mobile view, the links under "Jump to" look misaligned, due to some of the links having margin-top applied.
Expected Behavior
On mobile, the "Jump to" navigation section should look like this:
