Carried Text Says the Skills Are Not Carried, While the Manifest Carries Them to Every Repo #1184

Summary

AGENTS.md and GOVERNANCE.md both tell a reader, in verbatim carried sections, that the fleet's Skills live only in the hub and are "not carried into every fleet repo". spec/files.json declares the .github/skills tree appliesTo: "*", and scripts/carry.py propagates all 37 files into every repository. Once a repository carries the tree, that carried sentence is false in the repository asserting it.

Found while running RESYNC.md against ptr727/LanguageTags, audit run 2026-09-02T00:53:04Z | hub a9afa1d. That repository carried the tree for the first time in this resync.

The disagreement

Four carried lines say hub-local and not carried. On main at a9afa1d:

• AGENTS.md:108, in "Where the Rules Live" (verbatim): "hand-authored at .agents/skills/ in the hub (not a repo-relative link here, since that path is hub-local and not carried into every fleet repo)"
• GOVERNANCE.md:22, in "Durable Knowledge and Self-Improvement" (verbatim): "at .agents/skills/agent-conduct/SKILL.md in the hub, not a repo-relative link since that path is hub-local and not carried into every fleet repo"
• GOVERNANCE.md:34, in "Repository Boundaries and Write Safety" (verbatim): the same clause for repo-worktree
• GOVERNANCE.md:51: the same clause again

The manifest says otherwise:

Why the distinction is not just wording

The sentences are literally true of the source path, .agents/skills/, which is hub-only and where the skills are hand-authored. They are read as being about the skills, which are carried, at .github/skills/. A downstream agent reading the carried sentence concludes it must fetch a hub checkout to read a SKILL.md that is sitting in its own tree.

Nothing in any carried document names .github/skills/. The only file that does is .github/copilot-instructions.md, which AGENTS.md itself describes as the provider-specific one other agents are not directed to.

Expected

The carried sentences distinguish the hub-only authoring path from the carried distribution path, and at least one carried document tells a downstream agent that .github/skills/ exists in its own repository and is where it reads a skill from. Both files are verbatim at the carried end, so this can only be fixed at the hub.
