It sits inside the "Match the model tier" bullet and names a class without saying what follows from membership, and the next bullet ("Never tier down the seat holding the judgment ... Tier the subagents, not the main thread") is about the main thread rather than about a subagent dispatched to edit such content. backlog-burndown cites this as "AGENTS.md's own list of what counts as a design change" and then has to supply the missing never-tier-down rule itself.
The handoff shape does not fit the session the same subsection carves out. "Hand off in a file, never in context. Close a session by writing at most 2 KB to a scratch file: branch, pull request link, what is done, the next command." The orchestrating-session exception says such a session "spans many branches and many merges by construction", so a one-branch, one-link, 2 KB handoff does not describe it, and nothing adjusts the shape.
The exception's triggers land on something that is not a session. "The triggers above land on each dispatched task instead, one branch and one deliverable each, which is this rule applied rather than waived." The triggers are session-end triggers ("End a session at any of these"), and a dispatched task is a subagent rather than a session, so there is no session for them to end. The claim that this is the rule applied rather than waived rests on that substitution.
The map-a-large-file rule has no non-Markdown fallback. "For anything over about 200 lines, list the headings with grep -n '^## ' first and read only the range the task needs." Stated for "anything", it returns nothing on a non-Markdown file, and the largest files in this repository are exactly those (scripts/local_review.py is roughly 900 lines). It also false-matches ## lines inside fenced code blocks in Markdown.
