skills_install --report's live channel does not check that the plugin is installed and enabled #1757

live_channel() in scripts/skills_install.py confirms only that the projecttemplate-fleet marketplace is registered. It never confirms that the fleet-skills@projecttemplate-fleet plugin is installed and enabled.

Failure case

claude plugin install fails, which leaves claudeRegistered: false in the stamp. Or the user later disables or uninstalls the plugin. --report still prints live.registered: true with a branch and commit, although Claude Code is loading nothing from it. fleet-conformance-check tells a Claude Code session to read live, so it would read a channel that isn't serving anything as healthy.

Likely fix

Read the plugin's install and enabled state from the claude CLI's JSON output, if it has one, alongside the marketplace listing, and report it under live.

Raised by the local strict review on #1755. It was deferred there because that PR's review budget ran out.
