unattended-handoff: adopted lesson issues stall, and the promotion STOP matches any decision issue #1812

Two follow-ups from the local strict review of the recommendation-rule PR, deferred until the unattended loop has had a live run:

  • An adopted lesson issue can stall. Worker step 6 files a lesson as a decision issue whose body lists its choices. Once the maintainer adopts it and the label comes off, the skill says the loop may take it, but the Auto-Resolvable test "the issue leaves no choice open between alternatives it names" still sees the choices in the body, and "where any is unclear, it does not qualify". So a literal picker skips it and the rule waits for an attended session. The failure is safe, a stall rather than a wrong write. Fix: count an answer recorded on the issue as closing the choice.
  • The picker's promotion STOP matches any decision issue naming the open develop -> main pull request, not only one that blocks it. A lesson that cites the promotion stops every main/release run until answered. Fix: match only a decision issue stating it blocks that pull request, the wording Parking step 2 already uses.

Done looks like: both fixed in .agents/skills/unattended-handoff/SKILL.md, informed by what a live run shows.
