Session Handoff [auto-1880]: Route ruleset_id()'s Per-Page Guard Through jqr #1970

Description

@ptr727

Next steps, in priority order

  1. Fix configure.sh's ruleset_id() per_page=100 Guard Reads a Plain jq, Breaking the Integer Test on Windows #1880: in repo-config/configure.sh, ruleset_id(), route the per_page guard's jq 'length' extraction through jqr(), so a native Windows jq's trailing carriage return cannot turn the -eq 100 comparison into a silent false. Done looks like: the guard reads its count through jqr, a test or constructed case shows the guard fires on a CR-suffixed count, the pull request into develop carries Closes on promotion: #1880, and it has merged into develop.
