   Done this round. The worker applied the answer to #2024 (option 1). Branch feature/auto-1904 is pushed at c0cf4c2b, and every commit on it is signed.

   • 1dbc3106: when request_copilot_review gets an unrecorded answer, it now sleeps settle seconds, then re-reads Q_REQUEST_STATE and judges that read with request_recorded. wait passes delays[0] (15) as settle. The wait exits 48 only if that second read is still unrecorded and the Q_FULL digest read does not show the reviewer pending. In every other case it polls as before. The module docstring for 48 says the exit comes one poll interval after the request.
   • The tests pin down three things: the 15s settle, the order request, sleep, confirming read, and that a recorded answer never sleeps. The mutation check passed: removing the sleep fails four tests.
   • c0cf4c2b merges current develop (dd4ca98e) with no conflict.
   • Checks run clean: the full suite (1805 tests), ruff check and format, mypy, the prose gate on the branch diff, build_dist.py --check, spec/validate.py, and repo_gate.py.
   • One local strict review pass was recorded on c0cf4c2b with 0 findings.

   Pull request: #2046 to develop, with Closes on promotion: #1904 in its body. It has two Copilot rounds on the head, both reporting Findings: None. There are 0 threads, 10 of 10 checks are green, and the merge state is CLEAN.

   Why it parked. pr_review.py wait and status exit 45 COVERAGE_IS_UNSTATED, because the ccr-overview-v2 overview states no coverage (#2047). Round 1's file table names all 8 changed files. Re-requesting once produced the same shape again. Merging over an unsatisfied item 2 is the maintainer's call, and #2048 asks it.

   The worktree is left standing at /home/pieter/repos/worktrees/ProjectTemplate-auto-1904. It is clean at c0cf4c2b. Its branch has no upstream set, so push with an explicit refspec.

   What remains:

   1. Act on the answer to Decide Whether #2046 Merges Over Unstated Copilot Coverage #2048. Under option 1, capture headRefOid, then squash-merge Report a Copilot Review Request That Records Nothing Instead of Waiting It Out #2046 and run the drive-pr step 4 cleanup: remove the worktree, delete the local branch, and verify-then-delete the remote branch. Close this lane out after that.
   2. Under option 2 or 3, follow the answer, then re-run pr_review.py status before merging.

   Accepted during review, do not re-raise: the same items as #1977's parking comments, plus the "recorded nothing" note still printing when a review lands within the settle window and the wait exits 0. The quota note already behaves that way.

   Lane closed out. Decision #2048 answered (merge as it stands). #2046 squash-merged to develop as fa76add, remote and local feature/auto-1904 deleted, worktree removed. #1904 closes on the next develop -> main promotion.
