Merge #2102 with Copilot coverage unstated? #2103

Question

PR #2102 (develop, fixes #1190, handoff #2099) has one Copilot round on its head 68e2be28, zero findings, 10/10 checks, merge state CLEAN, but pr_review.py wait reports COVERAGE_IS_UNSTATED, so nothing proves the round read the full diff. The head branch is based on current develop and so carries the current fleet-code-review skill and Copilot instructions. Merging without coverage is the maintainer's call.

The same state is open as its own decision on #2095, #2089, #2082, and #2077, one per pull request.

Options

1. Merge Skip a Blockquoted List Marker in the Prose Gate's Dash Rule #2102 to develop as is. Recommended: the change is 2 files, the Copilot overview's file table names both and reports no findings, the local strict review found no defect in the diff, and CI is green. Effect: the lane resumes, merges, and closes out.
2. Request another review round after a trivial head change, hoping it states coverage. Effect: costs a review round and may state coverage only by chance.
3. Hold Skip a Blockquoted List Marker in the Prose Gate's Dash Rule #2102 until coverage is stated some other way. Effect: the lane stays parked.
