Tick the Adopted Repos in the Merge-Bot and Gate Rollout Stages #2168

Problem

docs/reusable-workflows.md lags the fleet in two places, found by the local strict review on the #1779 fix (handoff #2165).

  1. Stage 1: Merge-Bot Adoption. Eleven repositories whose ground-truth branch already calls merge-bot-task.yml still have unticked boxes: NxWitness, LanguageTags, aiopurpleair, MediaTools, Blog, ESPHome-Config, HomeAssistant-Config, PlexCleaner, Utilities, Vantage-Config, and Financial-Modeling. The resume procedure takes the first unchecked item whose stage is open, so the next session would pick NxWitness, which has already adopted.
  2. Stage 2: The Gates. Both pilots have closed, so the "remaining repos" item now owes one checkbox per cataloged repository. None has been added, although ten repositories already call validate-task.yml from test-pull-request.yml on main: Blog, ESPHome-Config, HomeAssistant-Config, Vantage-Config, NxWitness, LanguageTags, aiopurpleair, MediaTools, Utilities, and Financial-Modeling.

Fix

Tick each Stage 1 box that has adopted, citing the adopting pull request and its promotion to the ground-truth branch as evidence. Add a Stage 2 box for every cataloged repository, ticking the ones that have adopted with the same kind of evidence. Re-derive both lists from the fleet when doing the work rather than trusting the ones above. The TODO.md merge-bot "Outstanding" entry names only PhotoCleaner and HomeAutomation-Config as adopters, so once the boxes carry the adopters it can point at the tracker instead.
