Move the Section-Name Lookup Key Into spec/fidelity_text.py #3686

Closed

Description

@ptr727

The section-name lookup key (strip then case-fold) is computed inline in several places instead of living in one helper.

Sites:

Move the key into spec/fidelity_text.py as one function and point all of these at it, so a future change to heading-key normalization cannot update only some lookup paths.

Class: pre-existing (surfaced by the strict-review pass on #3683, which owns only scripts/carry.py).

    Claim update for feature/burndown-3686: the file set gains spec/audit_markdown.py, whose undeclared_h2_headings and heading_texts compute the same section-name key on the other side of spec/audit.py's comparison. No other group holds it.

    Claim update for feature/burndown-3686: the file set gains scripts/canonical_review.py and tests/test_canonical_review.py, which build the same section-name key inline and say they match the audit's heading match. No other group holds them.

    Claim update for feature/burndown-3686: the file set gains OPERATIONS.md, whose primitives list names spec/fidelity_text.py's functions and should name the new section_key(). No other group holds it.
